INTRODUCTION
The Hon’ble National Green Tribunal (NGT) while dealing with compliance of Solid Waste Management Rules, 2016 through OA No.606 of 2018 has flagged monitoring requirement of other environmental issues. Through the directions, It was informed for regular monitoring of environmental norms by Chief Secretary of State Government at state level and the District Magistrates at District level. Further, it was instructed that the department of Environment of all states and Union Territories to prepare District Environmental Plan and its monitoring by the District Collectors, and make such plans available in public domain (through websites). While fixing a schedule for further appearance of the Chief Secretaries of all State / UTs, directions has been issued to compile information with following specific thematic areas-
1. Compliance to Solid Waste Rules including Legacy Waste.
2. Compliance to Bio-medical Waste Rules.
3. Compliance to Construction & Demolition Waste.
4. Compliance to Hazardous Waste Rules.
5. Compliance to E-Waste Rules.
6. 351 Polluter Stretches in the Country.
7. 102 non-attainment cities.
8. Status of STPs and re-use of treated water.
9. Status of CETPs/ETPs including performance.
10. Ground Water extraction / contamination and re-charge.
11. Air pollution including noise pollution.
12. Illegal sand mining.
13. Rejuvenation of water bodies.
The Special Chief Secretary to Government, EFS & T Department, Govt. of A.P., through D.O letter dated.11.09.2019 informed the Hon’ble NGT directives to personally monitor compliance of environment norms once every month, the District Magistrates to conduct such monitoring twice every month. Further, it was instructed to prepare District Environmental Plan and make such plans available in public domain.

Accordingly, the following District Committees were constituted at Krishna District to monitor the implementation progress of Hon’ble NGT directives through orders issued on various dates.

KRISHNA DISTRICT :
Krishna District is an Administrative District in the Coastal Andhra region of the Indian State of Andhra Pradesh. The administrative seat of the district is located at Machilipatnam . It has a coastline of approximately 88 km and is situated on the left bank of Krishna River, that separates it from Krishna district and extends till it empties into the Bay of Bengal. It is bounded by Bay of Bengal on the East and South , West Godavari on the North-East, Guntur and Nalgonda districts on the West, and Khammam district on the North.. It has an area of 8727 km2 ((3,370 sq miles) and had a population of 45,29,009 as per 2011 census of India.
The district has four revenue divisions, namely Vijayawada, Nuzvid, Machilipatnam, and Gudivada. Out of which Nuzvid and Vijayawada headed by a Sub Collector. These revenue divisions are divided into 50 mandals in the district. These 50 mandals consists of 1 Municipal Corporation Vijayawada and 8 municipalities namely Machilipatnam, Pedana, Gudivada, Vuyyuru, Jaggaiahpet, Nandigama, Tiruvuru and Nuzvid, 49 mandal parishads, 973 panchayats, 1005 villages. There are 20 towns (or urban agglommeration) in the district,
The culture of Krishna district is mostly traditional in rural places and moderately modern in Vijayawada. It is also famous as the birthplace for Indian classical dance named kuchipudi and the culture with the dialect of Telugu spoken in Krishna is widely considered to be the standard form of Telugu. The village is known for Kondapally Toys (Kondapalli bommalu). The toys are chiselled from local light softwoods (Tella Poniki) and painted with vegetable dyes, and vibrant enamel colours. The District is also very famous for Mango cultivation & export, agriculture, education and aqua culture.
Kolleru Lake is the largest freshwater lake and is located between the deltas of Krishna and Godavari spanning an area of 308 km2.

8 1 (i) SOLID WASTE MANAGEMENT
The Ministry of Environment, Forest and Climate Change, Government of India has notified the Solid Waste Management Rules, 2016. Rule - 15 & 16 specified duties of local bodies for solid waste management. The APPCB shall enforce these Rules through local bodies. With respect to effective implementation of Solid Waste Management Rules, 2016, Hon‟ble NGT had laid down several orders, of which, Hon’ble National Green Tribunal, Principal Bench on 22nd December 2016 has passed judgment in Original Application No. 199 of 2014 filed by Mrs. Almitra Patel with regard to Solid Waste Management.
Further, for effective implementation of the said Rules, the Hon’ble NGT in its orders dated 31.08.2018 had constituted Apex Committee, Regional Committee and State Committee. Also, as per Hon‟ble NGT order dated: 16.01.2019 in O.A.
No.606/2018, State Level Monitoring Committee (SLMC) in Andhra Pradesh is constituted under the Chairmanship of Justice B. Seshasayana Reddy, Rtd. High Court Judge. The State Monitoring Committee meetings are being conducted periodically every month.
Solid Wastes generation in Krishna District:
In Krishna District, one Municipal Corporation and 8 No. of Municipalities are functioning.
The total quantity of Solid Waste Generation is around 808 tons / day and the wet Solid Waste is Composted/Vermi Composted. While, the Plastic Waste is collected, most of the waste used for recycling and partly channelizing to cement industries

10 1 (ii) PLASTIC WASTE MANAGEMENT
One Municipal Corporation and 8 Municipalities are functioning in Krishna District. In order to give thrust on Plastic Waste minimization, source segregation, recycling, involving waste pickers, recyclers and waste processors in collection of plastic waste fraction either from households or any other source of its generation or intermediate material recovery facility and adopt polluters pay principle for the sustainability of the environment. These rules shall apply to every waste generator, local body, Village Panchayat, manufacturer, importers and producers.
All local bodies are enforcing PWM Rules, 2016 in Krishna District to ensure that the recyclable Plastic Waste are sold to the recyclers, low value plastic are utilized for road laying, the non-recyclable Plastic Waste to co-incineration in Cement Plant and the remaining inerts to landfill site for disposal.
Hon‟ble NGT had laid down several orders, of which, Hon‟ble NGT in its order dated:
12.03.2019 in Original Application No. 247/2017 among other things has directed all the States to prepare respective action plans for compliance of Rules and the same was submitted to the CPCB.

1 (iii) C&D WASTE MANAGEMENT
In Krishna district the expected generation of Construction & Demolition waste is about 70 TPD across the 9 ULBs functioning at Krishna District. The Vijayawada Municipal Corporation (VMC) and 8 Municipalities are advised to ensure that the C&D waste to dispose for road embankment, low level filling and other means to bare minimum impacts in the surrounding environment.
The VMC contracted M/s. Pro Enviro C & D Waste Recycling Facility, to establish
‘Construction and Demolition Waste Processing’ facility at Azithsingh Nagar with a capacity of 200 Tons/day, which is functional. This Facility is having CFO to produce the Recovered sand-30 Tons/day, Aggregate-90 Tons/day, Green products like paver blocks, tiles etc.,-50 Tons/day and soil-30 Tons/day, which is valid up to 31.08.2023.

12 1 (iv) BIO-MEDICAL WASTE MANAGEMENT
In Krishna District, 593 bedded hospitals and 478 non-bedded hospitals are functioning.
Out of the above, 12 Government Hospitals, 88 Primary Health Centers, 13 CHC and 958 Private Hospitals are functioning. All the above, HCF tied up with Common Bio- Medical Waste Treatment & Disposal facility (CBMWTF) operating in the name of M/s.
Safenviron, Dharmavarapupadu Thanda Village, Jaggaiahpet Mandal, Krishna District.
In addition 30 no. of Veterinary Hospitals are functioning in the District.

1 (v) HAZARDOUS WASTE MANAGEMENT
The Ministry of Environment, Forest & Climate Change, GoI notified Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016. These rules shall apply to the management of hazardous and other wastes as specified in the Schedules to these rules. It was defined that “hazardous waste” means any waste which by reason of characteristics such as physical, chemical, biological, reactive, toxic, flammable, explosive or corrosive, causes danger or is likely to cause danger to health or environment, whether alone or in contact with other wastes or substances. In Krishna District, about 380 No. of Hazardous waste generating industries are functioning. 15 oil reclamation units are existing in Krishna District. The hazardous waste shall be handled carefully and shall be disposed to landfill, incineration or co-processing at cement plants as authorised by APPCB. This involves the following :

14 1 (vi) E-WASTE MANAGEMENT
In this regard, the Hon‟ble NGT (PB) in its order dated 12.02.2019 in O.A.No.512/2018 has issued directions to the stake holders for effective implementation of the e-waste management rules. Accordingly, action plan for the District to comply with NGT directions is given below:

2. WATER QUALITY MANAGEMENT
Water quality of rivers and lakes in Krishna District is monitored regularly on monthly basis by Andhra Pradesh Pollution Control Board under GEMS and MINARS programme and the reports are submitted to the Central Pollution Control Board. Based on the consolidated reports of GEMS and MINARS programme during the year 2005 to 2011, the Central Pollution Control Board (CPCB) has identified 351 river stretches as polluted river stretches in the country for not meeting the prescribed water quality standards. River Krishna is one among the identified Polluted river stretch from Amaravathi to Hamsaladeevi. River Krishna flows into Krishna district at Muktyala (V) and empties into the Bay of Bengal at Hamsaladeevi. However, the data of analysis reports over a period shows that the ‘BOD’ parameter is always less than 3 mg/ltr which indicates that the river is not polluted. The river water in the above stretch can be classified as type ‘c’ which indicates that the water can be used for drinking with conventional treatment followed by disinfection. The Hon‟ble NGT (PB) in its order directed the States to review the existing framework of restoration of all the water bodies by preparing an appropriate action plan as per the guidelines prescribed the CPCB.
Guidelines prescribed by the CPCB are being followed for protection of water bodies at Krishna District. This involves the following:

16 3. DOMESTIC SEWAGE MANAGEMENT PLAN
APPCB has periodically issued directions to the urban/ local bodies to set up Sewage Treatment Plants (STPs) of adequate capacity including provision for sewerage system to cover the entire local/urban areas and the treated effluent to comply with the Standards in order to prevent deterioration of surface, sub-surface and coastal waters.
The treated sewage, after meeting out the prescribed standards for core parameters are either used for irrigation or let into water bodies.
In Krishna District 7 STPs are existing in Vijayawada, constructed and operating by Vijayawada Municipal Corporation with a combined capacity of 130 KLD. Further 1 STP with a capacity of 20 MLD is under construction by VMC at Jakkampudi. The remaining Municipalities has initiated steps for construction of STPs for treatment of sewage generated at Municipalities. Construction of FSTPs are under progress at Tiruvuru, Jaggaiahpet and Nuzvid Municipalities and remaining Municipalities has initiated steps for construction of FSTPs.

4. INDUSTRIAL WASTE WATER MANAGEMENT PLAN
The Krishna District is having a major coal based Thermal Power Plant with a capacity of 1760 MW and also 800 MW coal based Thermal Power Plant is under construction stage most of the existing industries are medium and small scale industries and predominantly air pollution potential and small number of industries are generating trade effluents. About 150 No. of waste water generating industries are functioning in Krishna District.
3 Common Effluent Treatment Plants (CETP) are existing at Pothepalli, Machilipatnam, Jawahar Autonagar, Vijayawada and IDA, Kondapalli to cater the needs of industries existing in that area for treatment and disposal of waste water. In addition other Bulk drug industries are provided zero liquid discharge system to treat the waste water generated. All the industries in the District which are generating trade effluents and domestic waste water more than 10 KLD capacity has provided waste water treatment plants. The industries are being monitored periodically to ensure compliance of prescribed standards and for control of pollution. This involves the following:

18 5. AIR QUALITY MANAGEMENT PLAN
CPCB had carried out Environment Quality Monitoring through EPA recognized labs in 88 Industrial Cluster during 2009, 2011 & 2013, and have rated them based on Comprehensive Environmental Pollution Index (CEPI). The Krishna District is having a major coal based Thermal Power Plant with a capacity of 1760 MW and also 800 MW coal based Thermal Power Plant is under construction stage most of the existing industries are small scale industries and predominantly air pollution potential and small number of industries are generating trade effluents. Due to abundance of lime stone mineral, 4 No. of Cement Plants are functioning in Krishna District. Most of the industries existing in the district are small & medium scale; they are predominantly air pollution generating activities. The industries are provided requisite pollution control measures for dust suppression and for control of air pollution. No polluted Industrial Clusters is existing in Krishna District.
The Government of India launched the National Clean Air Programme (NCAP). The programme aims to tackle the challenge of increasing pollution in the cities and towns.
The important features of the programme are: it is a five-year action plan with a tentative target of 20-30% reduction in concentrations of PM10and PM2.5 by 2024 with 2017 as the base year. The plan covers 102 non-attainment cities, across 23 states and union territories, which were identified by the Central Pollution Control Board (CPCB) on the basis of their Ambient Air Quality data between 2011 and 2015. Cities are considered as Non-attainment cities, if they were consistently showing poorer air quality than the National Ambient Air Quality Standards.
Vijayawada city is one among the 5 cities identified by CPCB in Andhra Pradesh for non- attainment of prescribed National Ambient Air Quality standards. As per the guidelines, plan of action was prepared to achieve attainment of prescribed Ambient Air Quality standards at Vijayawada City and the CPCB approved action plan is under implementation. Series of meetings were conducted with stake holders to implement short term, mid and long term measures to control air pollution at Vijayawada city.

20 6. MINING ACTIVITY MANAGEMENT
The Hon’ble National Green Tribunal (PB), New Delhi in order dated 8.4.2019 in O.A.
No. 673 of 2018 has mentioned in Para 15 (ix) that „The Task force will also ensure that no illegal mining takes place in river beds of such polluted stretches

. The Special Environmental Surveillance Taskforce for Krishna District was constituted under the Chairmanship of the Collector & District Magistrate, Krishna. The predominant minerals being mined in the District are Sand, Road metal, Gravel, Granite, Lime Stone and etc.The sand mining is reported in an extent of 52.695 Ha. in the river bed and 61.594 Ha. in non-river bed. The Committee meetings will be convened periodically to monitor the progress on regulation of illegal sand mining and polluted river stretches at Krishna. .

7. NOISE POLLUTION MANAGEMENT
Noise pollution, is the propagation of noise with harmful impact on the activity of human or animal life. The Noise Pollution (Regulation and Control) Rules, 2000 has prescribed Air Quality Standards in respect of Noise and these standards shall be complied.
