71 7.21 Rashtriya Krishi Vikas Yojna –RAFTAAR was initiated in 2007 as an umbrella scheme for ensuring holistic development of agriculture and allied sector. The scheme was implemented as an Additional Central Assistance (100%) from GOI till 2014-15. The funding pattern has changed to the ratio of 90:10 for North Eastern/Himalayan States from 2015-16. Now RKVY has been revamped as RKVY-RAFTAAR-Remunerative Approaches for Agriculture and Allied Sector Rejuvenation for the remaining period of the Fourteenth Finance Commission. To provide flexibility and autonomy to states in the process of planning and execution of Agriculture and allied sector schemes.
