African member states of the Organization of African Unity, parties to this convention entitled "African Charter on Human and People's Rights". Every individual shall have the right to respect for the natural dignity of man and to recognize his legal status. Every citizen has the right to participate freely in the governance of his country, directly or through freely elected representatives in accordance with the provisions of the law.
The promotion and protection of morals and traditional values recognized by society is the duty of the state. All peoples shall have the right to the assistance of the States Parties to this Covenant in their struggle for liberation against foreign domination, be it political, economic or cultural. All peoples shall have the right to their economic, social and cultural development with due regard for their freedom and identity and in equal enjoyment of the common heritage of mankind.
States are individually or jointly obliged to ensure the realization of the right to development. States Parties to this Charter are obliged to promote and ensure, through teaching, education and publication, respect for the rights and freedoms contained in this Charter and to ensure that these freedoms and rights and the corresponding obligations and duties are understood. States Parties to this Charter are obliged to ensure the independence of the courts and to enable the establishment and improvement of appropriate national institutions charged with the promotion and protection of the rights and freedoms guaranteed by this Charter.

MEASURES OF SAFEGUARD CHAPTER i. ESTABLISHMENT AND ORGANIZATION
The members of the Commission shall be elected by secret ballot by the Assembly of Heads of State and Government, from a list of persons appointed by the States Parties to this Charter. Candidates must have the citizenship of one of the states party to this Charter. The members of the Commission are elected for a period of six years and are eligible for re-election.
Each member of the Commission shall remain in office until the date on which his successor takes up office. The Secretary-General of the Organization of African Unity appoints the Secretary of the Commission. Provision will be made in the regular budget of the Organization of African Unity for the emoluments and allowances of the members of the Commission.
This notification must also be addressed to the Secretary-General of the OAU and to the President of the Commission. The Commission submits a report on its activities to each ordinary session of the Assembly of Heads of State and Government. are compatible with the Charter of the Organization of African Unity or with this Charter.
Before any substantive review, all communications will be brought to the attention of the State concerned by the Chairman of the Commission. An urgent case duly noted by the Commission is presented by the latter to the President of the Assembly of Heads of State and Government, who may request an in-depth study. However, the report is published by the Chairman of the Commission by decision of the Assembly of Heads of State and Government.
The report on the activities of the Commission will be published by its Chairman after it has been considered by the Assembly of Heads of State and Government. The present Charter shall be open for signature, ratification or adherence by the member states of the Organization of African Unity. The documents of ratification or compliance with this Charter shall be deposited with the Secretary-General of the Organization of African Unity.
