Nagpur: Traffic violators who have evaded coughing up fines beware! The Nagpur traffic police, with the help of National Informatics Centre (NIC), has developed a software ‘One Nation One Challan’ that will help recover fines while doing transactions like payment of insurance premium, RTO fees etc.

“The NIC has developed the software that will help the police and RTO officials to ascertain all details of the vehicle by just entering its registration number. The data on traffic violators will be updated on a regular basis which will also help identify repeat offenders and motorists who have not paid fine,” said a source from the office of deputy commissioner of police (traffic) Raj Tilak Roushan.

Under the pan-India ‘One Nation One Challan’ plan, the traffic police and RTOs can check if a vehicle from their cities or states is involved in any traffic related violations anywhere, sources said. Currently, there is no system to cross check whether outstation vehicles booked for traffic violations have paid the fine or not.Under the new system, the traffic police are able to issue challans to traffic violators on their cell phones. The data of mobile numbers of violators has been procured from the RTO through vahan and sarathi websites. The system has also the facility to send reminder messages after seven days.

TOI has been highlighting rise in traffic violation cases in the city and lesser fine recovery due to loopholes in the existing e-challan system. In 2018 (from January 1 to November end), of the 5.61 lakh challans issued, around 3 lakh violators were caught through CCTV cameras. Of them, many have defaulted on paying the fines.The source explained whenever someone is caught for violating a traffic rule, a challan would be generated by the traffic cop against the vehicle’s registration number. The challan with the fine amount would be texted to the person’s mobile phone immediately.

A team of around 20 constables has been assigned the role of closely monitoring footage from around 3000-plus CCTV cameras installed in the city from the command and control centre situated at the Nagpur Municipal Corporation’s head office in Civil Lines. This footage is sent to the Traffic Control Room, where the said team scans it thoroughly to nab traffic offenders.

Challans generated due to these violations are then sent to the registered mobile number of the offending vehicle owners. Interestingly, photographic evidence of the offence is also being attached with the challan and the violator will be given option of digital payment of the fine by visiting echallanweb.gov.in, said the source.Within a fortnight, the traffic police will also start accepting fines online as the

echallanweb.gov.in will have the facility, said the source.

The traffic police will also procure hand-held devices, which will also provide details of any pending eChallans that might be registered against the vehicle. The hand-held devices will also have swipe machine facility which resembles point-of-sale (POS) machines used in shops to accept the fines.

“The tender to procure these devices is in the final stages of being passed, and by early next year, everything should fall in place,” said the source.

कारण अभी तक प्रजिक्रया का पूरा न हो पाना है। माना ा रहा है जिक शासन की अनुमजित और नई कीमतों को

ऑनलाइन करने में कुछ और जिदन लग सकते हैं। इसके बाद ही नया शुल्क लगेगा।

शासन ने कुछ समय पहले प्रदेश में वाहनों के रजि स्ट्रेशन व टैक्स पर कुछ बढ़ोतरी की थी। यह बढ़ी हुई कीमत एक नवरी से लागू की ानी प्रस्ताजिवत थी। इसके जिलए जिवभाग की ओर से तैयाजिरयां भी की गई।

जिवभाग द्वारा इसके जिलए एक प्रस्ताव जिवधायी को भे ा गया था। जिवधायी द्वारा इसमें दी गई आपजिNयों

का जिनस्तारण कर इसे दोबारा शासन में भे ा गया है। अभी तक इसे मं ूरी नहीं जिमल पाई है। शासन की

मं ूरी जिमलने के बाद इस प्रस्ताव के तहत बढ़ी हुई कीमतों को एनआइसी के माध्यम से ऑनलाइन जिकया

ाएगा। इसके जिलए मौ ूदा साफ्टवेयर में भी बदलाव जिकया ाना है। इसमें एक-दो जिदनों का समय लगने

की संभावना है। इन पजिरजिस्थजितयों में माना ा रहा है जिक रजि स्ट्रेशन की नई कीमतें कुछ जिदनों बाद ही

लागू हो पाएंगी।

गुवाहाटी, प्रेट्र। असम के राष्ट्रीय नागजिरक रजि स्टर (एनआरसी) काया,लय ने एक नोजिटस ारी जिकया है। इसके

तहत एनआरसी के अंजितम मसौदे में नामों और अन्य ब्योरों में सुधार की प्रजिक्रया दो नवरी यानी मंगलवार से

शुरू हो ाएगी। यह प्रजिक्रया 31 नवरी तक चलेगी।

नवरी तक ही ारी रहेगी संशोधन प्रजिक्रया

असम सरकार के एनआरसी राज्य संयो क की ओर से ारी नोजिटस के मुताजिबक एनआरसी के मसौदे में नाम और अन्य ब्योरों में सुधार की ऑनलाइन प्रजिक्रया दो नवरी, 2019 को सुबह दस ब े से शुरू हो ाएगी। इस सुजिवधा

का लाभ एनआरसी असम की वेबसाइट डब्लूडब्लूडब्लू. एनआरसीएएसएसएएम. एनआइसी.आइएन पर भी जिलया

ा सकता है। नामों में सुधार के जिलए भरे ाने वाले फाम, एनआरसी के सेवा केंद्रों (एनएसके) पर भी उपलब्ध होंगे।

यह सभी सुजिवधाएं केवल 31 नवरी, 2019 तक ही जिमलेंगी।

नोजिटस में बताया गया है जिक इस प्रजिक्रया का दावों और आपजिNयों के आवेदनों से कोई लेना-देना नहीं है। चूंजिक वह प्रजिक्रया 31 जिदसंबर, 2018 को ही पूरी हो चुकी है। उल्लेखनीय है जिक 30 ुलाई, 2018 को ारी असम की

एनआरसी की सूची से बाहर रखे गए 40 लाख से अजिधक लोगों के नामों के दावों और आपजिNयों का आवेदन 25 जिसतंबर, 2018 को शुरू हुआ था और जिपछले महीने ही खत्म हुआ है।

ध्यान रहे जिक मीजिडया के एक धड़े से जिरपोट, आ रही थी जिक सोमवार की शाम तक करीब 30 लाख लोगों ने असम एनआरसी की मसौदा सूची में नाम शाजिमल करने के जिलए आवेदन जिकए हैं। राष्ट्रीय नागजिरक रजि स्टर (एनआरसी) को सुप्रीम कोट, की सीधी जिनगरानी में अपडेट जिकया ा रहा है।

The government’s decision to make some changes to the e-way bill system effective November 16, 2018, has not gone down well with transporters, who claim that it has not been communicated properly and has led to ‘complete confusion’.

Transit delay

“When A sells a material to B, he raises an invoice and subsequently prepares an e-way bill. While on transit, if the vehicle breaks down or is delayed for some reason, then the original e-way bill expires. In the new system, there is no option for the transporter to move the material. System has been blocked [if you want to] raise another e-way bill with the same invoice details. This has led to complete confusion among transporters,” said Abhishek Gupta, chairman, legal & GST committee, Bombay Goods Transport Association (BGTA).

With changes made by the National Informatics Centre which is handling the e-way bill project, the system has been formatted in such a way that if the consignor has generated one e-way bill on a particular invoice, then none will be allowed to generate one more e-way bill on the same invoice number.

If the transporter or consignee has generated one e-way bill on the consignor’s invoice and if any other party tries to generate the e-way bill, the system will alert about the existence of an e-way bill for that invoice.

Mr. Gupta alleged that penalties for mistakes on tax paid material was mounting and tax officials were concerned only about meeting their targets. “At this rate, transportation business is becoming unviable,”

Mr. Gupta said.

“Instead of making the process easier, new rules have made it more complicated. As I maintained earlier, if the sole purpose of the e-way bill is to stop GST evasion, it is rather much more effective to put stringent, robust and expedited compliance mechanisms in place,” said Rohit Chaturvedi, founder &

CEO, TransportHub.

Dimapur, Jan. 3 (EMN): The Pradhan Mantri Ujjwala Yojana (PMUY), a social welfare scheme of the ministry of Petroleum and Natural Gas, has been announced to have been ‘extended’ further to ‘Extended Pradhan Mantri Ujjwala Yojana-2’ (EPMUY). The extension is to reach out to entire poor households in the country.

The announcement about the scheme was made at a press conference, where details about the PMUY—

revised scheme in the state of Nagaland—were given. It was conducted on Thur. Jan. 3 at the Europa Inn in Dimapur by the Indian Oil Corporation Ltd. on behalf of all oil marketing companies in Nagaland, led by state coordinator, Ngahorning Kashung.The PMUY was initially launched by Prime Minister Narendra Modi on May 1 2016 in Ballia, Uttar Pradesh. In Nagaland, it was launched on May 31 2017.

The scheme envisages that providing liquefied petroleum gas (LPG) connections to women from the below poverty line households will ensure ‘universal access of clean cooking fuel for all’ in the country.

It aims at empowering women besides protecting their health; and to adding to efforts toward making the country smoke-free.

According to Kashung, the PMUY initially aimed to cover the ‘socio economic cast census (SECC) 2011’

households. The scheme was subsequently extended to EPMUY, covering seven types of households which includes the Pradhan Mantri Awaas Yojana Gramin beneficiaries; schedule tribes/schedule cast;

‘most backward castes’; Antyodaya Anna Yojana beneficiaries; forest dwellers, river island and island dwellers; and ‘tea and ex-tea garden tribe.’

The government extended the LPG connection scheme to all poor households in India as part of the EPMUY 2. Kashung explained that the beneficiaries would get LPG cylinders. A security deposit for the cylinder along with a hose pipe and administrative charge will be free.

“But the consumer should to pay for the gas stove which cost INR 990 and for the LPG that is inside the cylinder. These two components come to around INR 1700 approximately,” he said. He explained that the beneficiary can apply for a loan to recover the money that was paid. Loan recovery will commence after the sixth refill, whereby the beneficiary can recover the INR 1700.

The consumer is then to submit the form to the local gas distributors along with these documents: priority household ration card, supplementary PMUY know your customer (KYC) documents; a photocopy of a bank passbook, and Aadhaar card.

The data of the person contained in the KYC form will be entered in the National Informatics Centre (NIC) database. Kashung cautioned that the beneficiaries can avail connection only if the NIC data shows that the person does not have a connection. It will be rejected if the person already has a connection.

Chandigarh: The cash-strapped Punjab government on Wednesday finalised the modalities for distribution of free smartphones to the youth, as promised in its poll manifesto. The first batch of smartphones is likely to be distributed in March.

In the first phase of the scheme, the cabinet decided to distribute smartphones to graduating students of government schools, colleges and technical institutions. However, to avail the gadget, students will have to submit a self-certification stating that they do not own any smartphone. The cabinet also gave a go ahead to provide one time 12 GB data and 600 local minutes voice talk time free with one-year validity to the beneficiaries of these smartphones. For the implementation of the scheme, open transparent bidding process would be held to selected a vendor. The Punjab Information and Communication Technology Corporation has already floated the tender and a vendor would be finalized by February end. The cabinet also authorized the chief minister to finalize the name of the scheme, besides authorising the committee chairman to procure and distribute smartphones besides making changes in the Request For Proposal (RFP), as may be required in future. In the run up to the 2017 assembly elections, the Congress in its manifesto had promised to distribute free smart mobile phones to around 50 lakh youths. After the party came to power in March 2017, the number of targeted beneficiaries was reduced to three lakh, owing to the poor financial condition of the state. The government had announced ‘Mobile Phone to the Youth’

scheme in its budget for 2017-18 to give impetus to its digital empowerment agenda. The scheme provides for distribution of mobile phones with various smart features, such as touch screen, camera and applications to access social media.

Earlier, Punjab Infotech had invited open bids for selection of Project Management Consultant for conceptualising the scheme from the National Informatics Centre Services Incorporated (NICSI) empaneled consulting organisations. The state government found the most responsive bid from the service provider company, KPMG, which was selected at a cost of Rs 72.19 lakhs for the project’s duration.

Haryana Chief Minister Manohar Lal on Saturday launched the Litigation Management System (LMS), designed and developed by the State Government for departments, corporations, boards and other state bodies to monitor the status of the cases related to them.After launching the LMS — URL for website is http://lmshry.gov.in — the Chief Minister checked its functioning and directed the officers to get entered the data of pending cases in courts of their respective departments into the System within next 30 days.

He also directed the administrative secretaries to study and review the nature of cases to know the reason behind their increasing number.

LMS was appreciated by the Chief Minister and Administrative Secretaries besides various constructive suggestions were given by the Chief Minister and officers to make the System further better.Advocate General, Haryana, Baldev Raj Mahajan said that LMS is a Generic, integrated workflow based system to be implemented in all the Departments, Boards and Corporations in the State. The User Departments of LMS will enter their cases in the system. This software is integrated with High Court for fetching out the data for cases related to the different departments. The Office of Advocate General, Haryana will work as a State Nodal Office, he added.

He said the system has been developed in coordination with National Informatics Centre, Haryana Team using Open Source Technology. There will be multiple levels of users who can access the system as per the limitation of the scope of work. He said that the LMS has been developed to overcome the problems of data or information handling, updating, retrieval and processing of the existing manual System of court cases in a department.

The web based centralised solution of handling of cases has been designed and developed with objectives to store related data at a centralize location processing of data and quick retrieval at different locations on click of a button. Further, database of this System of court cases will help in integration, modelling and analysis of various types of cases among all the departments in the State.Mahajan said the Chief Secretary has already issued instructions to all the Additional Chief Secretaries and Principal Secretaries to get the

data of their respective departments entered in the LMS immediately and in compliance of such instructions, more than one lakh cases have already been entered in the Software by different departments, boards, corporations, autonomous bodies and universities.

The LMS has various features such as centralised data input and processing, ease in data updation, transmission of the information and data storage in retrieval. Similarly, it helps in marking the court cases to the multiple departments, branches or sub-departments. The System also helps in delivering dashboard reports for each individual Department Administrator or Branches as well as Monitoring Users.

It has SMS and Email service integration for monitoring purpose. The System has feature of Contempt Cases entry and monitoring by each department. It has helpdesk for complaint, requirement, technical issue, suggestion and paperbook request.

The Advocate General said this system will increase transparency in departments, ensure effective management and help in speedy justice delivery. Apart from this, it would also help in avoiding unnecessary litigation, ensure implementation of Litigation Policy and reduce the number of visits by or to the departments. There would be three types of users including Super Admin (AG Office User), Department Admin for Each Department and Branch Level User, he added.

New Delhi: Reckless drivers on city roads should have reasons to worry as the Centre on Sunday announced the mandatory linking of driving licence with Aadhaar.

The move would not only stop misuse of driving license and issue of duplicate ones but help police nab the accused of an accident who flee the scene and make good the laxity in the system. Incidents of drunken driving could also see a significant decline.

“We are soon going to bring a law which will make it mandatory to link Aadhaar with driving licence,”

Union Law, Electronics and Information Technology Minister Ravi Shankar Prasad said.

“With the Aadhaar linkage you can change your name but you cannot change your biometrics, neither iris nor fingerprints. So the moment you go in for a duplicate licence, the system will say this person already has a driving licence and should not be given a new one,” said Prasad, explaining the need for the linkage.

He was addressing a gathering at the ongoing Indian Science Congress in Jalandhar.

The Motor Vehicle (Amendment) Bill, currently pending in Parliament also seeks to link Aadhaar with driving license. The Bill seeks to strengthen the legal framework for improving road safety in India, a country which reports 500,000 road accidents each year resulting in about 147,000 fatalities.

Union Road Transport and Highways Minister, Nitin Gadkari, had earlier said that 30 per cent of the driving licenses in the country are fake and bogus and the government was planning to digitise the procedure to obtain the license for driving and also Aadhaar linking to avoid duplication.

According to National Informatics Centre on National Register for Driving Licenses figures, as on January 5, 2015, out of total 6,70,16,851 driving licences records available, 16,72,138 records were found to be possible duplicates spread over 7,99,923 clusters.

The Union Petroleum and Natural Gas Ministry launched the extended Pradhan Mantri Ujjwala Yojana (PMUY-II) in Kohima, Nagaland on Thursday.The extended scheme of PMUY-II has been launched with an aim of reaching out to 40 per cent households who are yet to receive an LPG connection.

During the launching of the scheme, State level coordinator of oil marketing companies in Nagaland, N Kashung, Indian Oil Corporation Limited (IOCL) sales officer Achintya Kumar Saikia and IOCL assistant manager (institutional business) Kheshe M. were present among others.Kashung said that consumers can apply for LPG connections from the existing LPG distribution agencies across the state for which a district nodal officer had been assigned in each district, reports Nagaland Post.

For availing the scheme, applicants need to show Aadhaar card, ration card, Aadhaar details of family members listed on the ration card, KYC form that is available for free in all LPG distribution agencies and bank details.Under this scheme, consumers can also opt for a stove that costs Rs 990 and available on loan, the payment for which will be deducted from the subsidy after the consumer availed six refills.

The previous PMUY scheme had many discrepancies due to which a revised model has been created.

Kashung and Saikia said that 60% households of the state already have an LPG connection.

PMUY aims to safeguard the health of women & children by providing them with a clean cooking fuel – LPG, so that they don’t have to compromise their health in smoky kitchens or wander in unsafe areas collecting firewood.

The Tamil Nadu State Election Commission (TNSEC) on Monday assured the Madras High Court that it would conduct local body elections in the State by the last week of May. The submission was made during the hearing of a contempt of court petition filed against a host of officials for disobeying an order passed by the court on September 4, 2017, to complete the election process before November 17, 2017.

A Division Bench of Justices M. Sathyanarayanan and M. Sundar was told that delimitation of wards on the basis of the 2011 census was already over. The newly delimited wards across the State had been notified in the government gazette on December 15. At present, the Delimitation Commission had undertaken the exercise of identifying the wards to be reserved for Scheduled Castes, Scheduled Tribes and women candidates, the court was told.

“The process of reservation of wards will get over by January 31. Thereafter, we will take up verification of electoral rolls with the assistance of the National Informatics Centre and that will take exactly 95 days to complete. After 95 days (which falls on May 7)... we shall issue a poll notification and conduct the elections during the last week of May,” TNSEC standing counsel Raja Karthikeyan said.

Judges sceptical

When the judges expressed scepticism about the schedule presented before the court, especially because TNSEC had been dragging its feet on the matter for more than a year and also because electoral roll preparation entailed door-to-door verification, the standing counsel said that door-to-door verification would be conducted only where required. He assured the court that there would not be any further delay.

“So, you are coming to say that local body elections will take place only after Parliamentary elections?”

Mr. Justice Sathyanarayanan asked. The counsel replied that though the Lok Sabha elections were expected to be conducted by the Election Commission of India in the first week of May, the TNSEC would stick to its schedule and conduct local body polls irrespective of whether the general elections were held or not.

He also went on to state that the delimitation exercise in the State was completed in record time — a little over four months, between July 21 and December 15, 2018 — though other States took about two years.

The TNSEC was not in a position to conduct the elections before November 17, 2017 because of an ordinance promulgated on September 3, 2017 requiring the commission to hold polls only after delimitation, he added.Since the ordinance had subsequently become an Act, the judges wanted to know whether the Dravida Munnetra Kazhagam (DMK), which had filed the present contempt petition and wanted the local body polls to be conducted immediately, had opposed the Bill when it was presented in the House and whether any discussion took place over it. However, DMK advocate R. Girirajan sought time to get instructions on the issue.

Taking a dig at the DMK too, Mr. Justice Sathyanarayanan wondered whether the party would want the local body polls to be conducted immediately or prefer to get it postponed citing cyclone relief works as had been done in the case of the Tiruvarur Assembly bypoll. Later, the Bench adjourned the contempt petition to January 28 for ascertaining the progress made by TNSEC on reservation of wards.The contempt petition had been filed against State Election Commissioner M. Malik Feroze Khan, TNSEC secretary T.S. Rajasekar, Municipal Administration Secretary Harmander Singh and Rural Development Secretary Hans Raj Verma. The secretaries to the government were represented by senior counsel C.

Aryama Sundaram and A.R.L. Sundaresan who contended that promulgation of an ordinance was a legislative act for which bureaucrats could not be punished.

KOLKATA: For 10 years, the state transport department has allowed vehicles more than 15 years old to pollute the city, despite a 2008 order by the Calcutta High Court had banned plying of such vehicles in the Kolkata metropolitan area (KMA), environmentalist Subhas Dutta told the National Green Tribunal (NGT) on Tuesday. NGT, however, gave Bengal government a breather till July 30.

Citing the December 31, 2018 notification by the transport department, which says commercial or transport vehicles more than 15 years old, registered anywhere in the country, are not allowed to enter areas covered by Kolkata, Howrah and Bidhannagar and Barrackpore Police, Subhas Dutta alleged the order conveniently reduced the area of Kolkata metropolitan area (KMA) by including only Kolkata, Howrah, Bidhannagar, Barrackpore — leaving aside parts of south 24 Parganas, North 24 Parganas and Hooghly. In the 2008 order, the ban was on plying of such vehicles in the entire KMA.

“The state allowed old polluting vehicles to spew venom in the city’s air in blatant violation of the 2008 High Court order and subsequent NGT order,” he said.

Dutta later told TOI that by issuing the order, the government actually admitted they allowed vehicles more than 15 years old to ply freely in the city. “This is the reason why the air quality index of Kolkata is as high as Delhi, despite having less vehicles. Now, at the fag end of last year, they came up with the notification just as a face-saver.”

In fact, this notification is also in violation of the one issued by the state environment department on July 17, 2008, fixing the age limit of transport or commercial vehicles plying within KMA at 15 years. On July 18, then then Calcutta High Court Chief Justice S S Nijjar and justice Pinaki Chandra Ghosh ratified the notification issued under the provisions of Air (Prevention and Control of Pollution) Act, 1981 and Environment (Protection) Act, 1986, said Dutta.

Since then, the transport department has only done the easy job of phasing out commercial vehicles more than 15 years of age, which had been registered in the KMA. In an affidavit to NGT, the transport department said phasing out is done through e-vahan, a software managed by National Informatics Centre (NIC).

Parliament was informed on Tuesday that 3,626 cases of tax evasion had been detected in the three quarters of FY19 under the goods and services tax (GST) regime. The total evasion in these cases works out to Rs 15,278 crore, of which Rs 9,959 crore has been recovered.

This revelation comes after recent data indicated compliance under GST was declining. The percentage of taxpayers not filing returns rose from 15.44 per cent in April 2018 to 28.75 per cent in November 2018.

Even among composition tax payers, the percentage of non-filers rose from 19.28 per cent in Q1FY19 to 25.37 per cent in Q2FY19. Why is it that compliance levels have not stabilised even a year and a half after GST was put in place? One reason, indirect tax authorities are finding, is mushrooming input credit frauds run by ‘briefcase' companies. A formal admission of this problem was made in the GST Council meeting in August by the finance minister. He observed that if such companies were not traceable, the recipient who had used the input tax credit would be liable to pay even though he might have paid the tax to the seller, according to the minutes of the meeting.

Business Standard spoke to senior GST officials and experts, and reviewed official records that reveal the modus operandi of scams to get a sense of the magnitude.“We are seeing the tip of the iceberg. The one- nation one-tax concept has created, for the first time, countrywide cartels specialising in defrauding the GST system,” said one of the senior GST officials involved in detecting frauds.

Input credit

Under GST, taxes paid at intermediate levels in a production chain can be claimed as input credit, which is set off against the total liability. Sellers are required to upload sale invoices to GST Network (GSTN).

These automatically get reflected as purchases of the taxpayer in the supply chain, allowing the latter to claim input credit. This allowed officials to cross-check vouchers of inward and outward purchases, known as voucher matching. This could be done online, reducing the requirement of physical inspections.

But faced with outcry over consequent high compliance burden, granular voucher matching was deferred.

“The only way the system could oversee voucher matching was through GSTR-2 return. But that has not been activated. We are now going by whatever the taxpayers say. The only way to catch is by physically inspecting suspicious individual entities or transactions,” another senior GST official said.

A former member of the Central Board of Indirect Taxes and Customs (CBIC) said, “This is the reason why matching (of invoices) was contemplated. This has dogged us in both CST and VAT regimes.”

Take the case of a scrap iron and steel business busted in Bengaluru in November. A single person had registered 20 fake companies on the GSTN. “They floated fake companies at fake addresses, issued fake GST invoices and generated fake e-way bills, with fake vehicle registration details without supply of any goods… causing loss to the exchequer,” a government report disclosed. In this case, fake invoices worth Rs 1,200 crore had been generated to avoid GST liability of Rs 200 crore. Business Standard has reviewed records of several such cases.

“We are discovering links between such cartels and networks that run deep and wide. A large number of cases are being observed in trading,” said another official. “In effect, by fraudulently generating input credit in the system for GST taxpayers, these cartels are creating illegal money out of the GST system.

Yet, they are to be prosecuted under relatively lax provisions of tax evasion.”

The KYC problem

KYC norms for registering on GSTN were loosened to reduce compliance burden on taxpayers and prevent petty corruption that existed under the older tax regime. Proprietorships and others can register by providing basic documents of identity and residence. These are difficult to verify digitally. And Aadhaar is not mandatory.“PAN numbers of random people are being uploaded against ghost entities. These are available in the black market for as low as Rs 2,000. On physical verification, even electricity bills and rent deeds are being found to be bogus,” said another GST official.

Detecting such frauds will require much more than just data analytics. In all the cases that Business Standard reviewed, authorities required tip-offs and physical verification to catch culprits. And, while e- way bills were meant to improve compliance, as the system is hosted on National Informatics Centre servers, it is not deeply integrated with the GSTN that hosts the rest of the GST data.

Tackling the menace

The only way to catch culprits is to dig through all the layers of transactions to the point of origin. These layers, for a single case of evasion, can involve detecting dozens of fraudulent firms, thousands of vouchers generated from entities registered in different parts of the country.“A lot of cases are being detected. In the initial period, we did not want to frighten everyone, so we moved softly. But people took advantage. We lost a lot of revenue in the initial months. We lost several trillions to transitional credit, which too was a scam and there was no verification of stocks,” the former member of CBIC said. “In the absence of granular voucher matching and in the face of a leaky KYC system, the best option is to study patterns of input credit that can legitimately exist at a point in time, in different production chains,” the member said. He added that while this would provide a sense of which sectors are to be tracked more closely, it would be a tedious exercise.

The GST Council has now decided to bring out a tweaked version of voucher matching in the next financial year. Pilots for this would be launched in April. The government plans to allow taxpayers to upload their vouchers on a daily basis if they find that easier.
