Introduction
The Commissioner Panchayat Raj and Rural Employment, Telangana (PR&RD Department) with a view to enhance delivery of Information & Services and transform rural citizen has initiated e-Panchayat Citizen Portal.
The project addresses all aspects of Gram Panchayat services with capacity to inform, interact and transact business on internet. The application submission online for Building Plan Permission, Trade License New/Renewal, Property (House) Tax Self Assessment, Property (House/Building) Mutation, Layout Permission and Marriage Certificate are currently being implemented to the rural citizen.
To provide ease of access to information - Know Your Tax Demand, Know your Trade
License Tax details and Property (House) Tax Percentage can be viewed. The e-
Panchayat project aims to transform the Panchayat Raj Institutions (PRIs) into
symbols of modernity, transparency and efficiency.
General Operating Instructions
Login page: Existing user can login into Online Citizen Services Portal with their Credentials.
User Registration Screen: From Home Screen Click on Create an Account for New User/Citizen Registration. Mobile Number will be the User Id
Forgot Password Screen:
After Entering the Register mobile Number the System sends an OTP Confirmation message to the registered mobile number.
The user Can reset the password with the below Screen.

Citizen can view the Tax Demand Details by selection below details.
After Clicking on Assessment Number/Name of Owner /Status then Tax Demand, Arrear Demand and Collection Details will appear
After Login into Portal the following Screen with services will be displayed:
Application from citizen:
Layout Permission
For applying for Layout Permission select Apply. Fill the application form and upload relevant documents.
Personal Details will be shown from user registration form. The user can opt for Draft Save or Save and Forward button. For Draft Save all mandatory inputs has to be filled except document uploads.
An application number will be display and also sent to email and SMS to the registered email and mobile number. If user click on Save and Forward button the application will be submit online to Gram Panchayat (GP) for further processing.
The application will be verified for the layout permission details, if the Gram Panchayat is satisfied with all conditions then they will approve the application. If Gram Panchayat approved the application then user can make the payment for layout permission fee at MeeSeva Centres. After the fee is paid, the Gram Panchayat will upload the layout permission certificate. The Citizen can download the certificate by logging with their Usrid and select the Download Certificate option in layout permission tab. The Citizen can view his application status in the View Status tab in l ayout permission option in citizen portal.
The application can be reverted with remarks, the citizen site user can modify or rectify the issues and re-send the application again.
After citizen application submission if no action is taken in the specified timeline the Gram Panchayat will get email and SMS alerts.
1. On clicking the layout permission tab and select Apply option.
On selection of Apply option the below form appears for online filling of the application form.
2. When user will clicks on Modify tab then the list of applied application(s) will be displayed for selection
Click on the selected row the page will open with details for modification.
3. Select the View tab for status of the application(s):
4. Click on the Download certificate tab then the list of application(s) for which certificate uploaded by Gram Panchayat after required fees has been paid will be shown
Building Permission Application from citizen:
For applying for Building Permission select Apply. Fill the Building Permission Plan Approval Application Form and upload relevant documents.
Personal Details will be shown from user registration form. The user can opt for Draft Save or Save and Forward button. For Draft Save all mandatory inputs has to be filled except document uploads.
An application number will be display and also sent to email and SMS to the registered email and mobile number. If user click on Save and Forward button the application will be submit online to Gram Panchayat (GP) for further processing.
The application will be verified for the building permission Plan, if the Gram Panchayat is satisfied with all conditions then they will approve the application. If Gram Panchayat approved the application then user can make the payment for building permission fee at MeeSeva Centres. After the required permission fee payment is paid, the Gram Panchayat will upload the building permission plan approval certificate. The Citizen can download the certificate by logging with their Usrid select Download Certificate option from building permission tab. The Citizen can view his building permission application status in the View Status tab in Building Permission menu in citizen portal.
The application can be reverted with remarks, the citizen site user can modify or rectify the issues and re-send the application again.
After citizen application submission if no action is taken in the specified timeline the Gram Panchayat will get email and SMS alerts.

On selection of Apply option the below form appears for online filling of the application form.

Property (House Tax Assessment) Application from citizen:
For applying for Property Self-Assessment select Apply. Fill the application form and upload relevant documents.
Personal Details will be shown from user registration form. The user can opt for Draft Save or Save and Forward button. For Draft Save all mandatory inputs has to be filled except document uploads.
An application number will be display and also sent to email and SMS to the registered email and mobile number. If user click on Save and Forward button the application will be submit online to Gram Panchayat (GP) for further processing.
The application will be verified for the self-assessment details, if the Gram Panchayat is satisfied with all conditions then they will approve the application and will upload special notice acknowledgement. The Citizen can download the notice by logging with their Usrid and select the Download Certificate option in self-assessment tab. The Citizen can view his application status in the View Status tab in self-assessment option in citizen portal.
The application can be reverted with remarks, the citizen site user can modify or rectify the issues and re-send the application again.
After citizen application submission if no action is taken in the specified timeline the Gram Panchayat will get email and SMS alerts.

The Citizen can view his application status in the View Status tab in mutation option in citizen portal.

The application will be verified for the trade license details, if the Gram Panchayat is satisfied with all conditions then they will approve the application. If Gram Panchayat approved the application then user can make the payment for trade license fee at MeeSeva Centres. After the fee is paid, the Gram Panchayat will upload the trade license certificate. The Citizen can download the certificate by logging with their Usrid and select the Download Certificate option in trade license tab. The Citizen can view his application status in the View Status tab in trade license option in citizen portal.
The application can be reverted with remarks, the citizen site user can modify or rectify the issues and re-send the application again.
After citizen application submission if no action is taken in the specified timeline the Gram Panchayat will get email and SMS alerts.

On selection of Apply option the below form appears for online filling of the application form.

5. Renewal of Trade License Screen. If the Renewal period is in due or expired then citizen can renewal the Trade License application with the below screen.
Cell Tower Application from citizen:
For applying for Cell Tower select Apply. Fill the application form and upload relevant documents.
Personal Details will be shown from user registration form. The user can opt for Draft Save or Save and Forward button. For Draft Save all mandatory inputs has to be filled except document uploads.
An application number will be display and also sent to email and SMS to the registered email and mobile number. If user click on Save and Forward button the application will be submit online to Gram Panchayat (GP) for further processing.
The application will be verified for the cell tower details and if the Gram Panchayat is satisfied with all conditions then they will approve the application. If Gram Panchayat approved the application, then user can make the payment for trade license fee at MeeSeva Centres / or on the e-Panchayat Citizen Portal. After the fee is paid, the Gram Panchayat will upload the cell tower license certificate. The Citizen can view his application status in the View Status tab in Cell Tower tab of the citizen portal by logging with their User ID. The citizen can also download the cell tower license by clicking on Download Certificate option in Cell Tower tab.
The application can be reverted with remarks, the citizen / applicant user can modify or rectify the issues and re-send the application again.
After citizen application submission, if no action is taken in the specified timeline the respective Gram Panchayat will get email and SMS alerts.
1. Click on the Cell Tower tab and then select Apply option. On selection of Apply option, the below form appears for online filling of the application form.
2. When user will clicks on Modify tab then the list of applied application(s) will be displayed for selection
3. Click on “View Status” in the Cell Tower tab for seeing status of the application(s):
4. Click on Make Payment Tab to select the payment for New / Renewal of Cell Tower License. Select the Application No. and Gram Panchayat and click on Get Details. Citizen or Applicant will then be
redirected to the Payment Gateway for completing the payment
5. Click on Download certificate tab under Cell Tower menu, then this page will allow downloading the certificate after the application is approved:
6. Renewal of Cell Tower License Screen. If the Renewal period is due or expired, then citizen / applicant can renew the Cell Tower License by Clicking on Renew Cell Tower in the Cell Tower Menu
