Report of Feasibility Study of NGO Proposal for Setting-up of JSS in South East Delhi

Visit to the NGO Office at Hari Nagar, Ashram (E) and programme activity sites located in same area, interviews of Ms. Bharti Mehrotra, Secretary of the NGO, its staff, programme beneficiaries and the study of NGO records.

6. Findings on Terms of Reference:

a. Registration: NGO’s original Registration Certificate was seen, verified and a photocopy was obtained. NGO is registered with the Registrar of Societies, Delhi under Registration No. S - 20978 of 1990 dated 04.04.1990. As on the date of visit, the NGO had completed 17 years of its existence, thus qualifying the prescribed eligibility criteria of three years.

b. Should not be a family unit: About this aspect, the list of members of the Governing Body of the NGO was scrutinized and its Secretary was interviewed.

No evidence was found to suggest that the NGO is a family unit.

c. Activities in vocational/adult education and community development: In order to make an assessment about the nature of activities of the NGO, its Annual Activity Reports for the years 2004 - 05 to 2006 – 07were studied. Activity photographs, records and print material developed were seen. Heads of

expenditure in audit reports were examined. Activity sites in Hari Nagar Ashram (E) including the Gender Resource Centre sponsored by the Govt. of Delhi, a computer training centre sponsored by Smile Foundation were visited and some members of one of the SHGs formed in the area were met. The Secretary, programme and office staff and programme beneficiaries were interviewed.

The description of activities in relevant areas, as gathered from above mentioned sources, has been given in forthcoming paragraphs.

Adult Education: Since May 2006, NGO has been running a Gender Resource Centre (GRC) sponsored by the Directorate of Social Welfare, Govt. of Delhi. Under the GRC, literacy is being imparted to 20 women.

Apart this current activity, NGO has no other experience of adult education. However, the NGO has the experience of running NFE Centres one each at vill. Sadarpur in NOIDA and Sunlight Colony in Delhi in for underprivileged children out of its own funds. Currently also, it was running an NFE Centre in Ashram Area of Delhi under Kishori Shakti Yojna, with an enrolment of 20 girls.

Vocational Training: In the field of vocational training, the NGO is currently imparting vocational training to 200 women in Cutting and Tailoring, Beauty Culture, Computer and Embroidery & Craft under the GRC sponsored by the Directorate of Social Welfare, Govt. of Delhi. It also has a Computer Training Centre with integrated components of personality development, life skills and entrepreneurship which is sponsored by the Smile Foundation and the Centre is presently catering to around 70 youths. Supported by private donations and a nominal fee, the NGO has been imparting vocational trainings in Nursery Teachers Training, Weaving, Craft and Cutting and Tailoring etc. for quite sometime.

Community Development: In the field of community development, NGO has recently formed 9 SHGs in different catchments of its office area. An Information Centre also operates from the office of the NGO. A Health Clinic functions twice a week and two hours per day from the office of the NGO. A decent number of Stree Shakti Camps sponsored by the Govt. of Delhi have also been organized by the NGO in Nizamuddin Basti and Ashram Areas of Delhi. During the reference years the NGO has implemented HIV/AIDS programmes sponsored by the Delhi AIDS Control Society (DSACS), RCH programme supported by Ministry of Health &

Family Welfare through a mother NGO in different areas of South and Central Delhi. Solid Waste management project was also implemented by the NGO in Central and North Delhi.

It was also found that in past, NGO has worked in the field of environment conservation in Kaalahaandi area of Orissa and has done earthquake relief work in Gujrat.

NGO also has considerable experience in developing and producing IEC and training material for organizations like UNICEF, UNESCO, Ministry of Youth Affairs, Vishwa Yuvak Kendra, Modi Care Foundation and some other organizations.

In conclusion, it may be said that NGO has limited experience of running adult education but has the experience of non formal education for children. It has reasonable experience in vocational training and substantial experience of community development activities especially women empowerment, general and reproductive health and HIV/AIDS.

d. Financial Situation: As per the latest audit reports for the year 2006 - 07, NGO had fixed assets worth Rs. 1.57 lakhs in the form of office furniture and equipments. NGO has no immoveable assets.

The position of turnover of the NGO as per the balance sheets, in last three years, has been given in following table:

Figures given in table above as extracted from the NGO’s audit reports of last three years (2004 - 05 to 2006 - 07), indicate that turnover of the NGO was above Rs. 5.00 lakhs in all three reference years. Major sources of NGO income were project grants received from the Government and private funding organizations. Other sources of NGO’s income as reflected in the Balance Sheets included donations and bank interest. The NGO’s ledgers, cash books and voucher files of last three years were also checked at random and entries were found to be in order. Payments were found to have been made in cheques as well as in cash. Some donations were received in cash and others in cheques.

NGO has received IT exemption certificate under Sec.80G and has PAN No.

AAATN2209C. It is also registered under FCRA with the registration number as:

231660161 and purpose being: Educational Social

In light of the above findings, it may be said that NGO’s financial health was reasonable given the position of assets as reflected in the balance sheets, systematic maintenance of accounts records and sources of major income being project grants from government and non government organizations.

e. Annual Reports and Accounts and Rent Free Accommodation: Situation of annual reports and accounts has already been described in point nos. 6.c. &

6.d. respectively.

The Secretary of NGO shared that it is not in a position to arrange rent free accommodation for the JSS in the proposed area.

f. Different Location of NGO Headquarters and Proposed District of JSS:

NGO headquarter is located in Hari Nagar Ashram area of South Delhi and it proposes to locate the JSS in one of the areas between its office and the Badarpur (South Delhi).

g. Suitability to run JSS: Description of NGO activities and field sites visited has been mentioned above in point no.6c. Based on above findings, it may be said that NGO has reasonable experience of vocational training, limited experience of adult education but some experience in non formal education and substantial experience community development especially in women empowerment, health and reproductive health and HIV/AIDS. Thus, on this reference point, NGO may be considered suitable to run the JSS.

h. Sectarian/Non-Sectarian Activities: No evidence was found suggesting NGO's indulgence in or preaching of sectarian activities. As a matter of fact among its programme beneficiaries, there was representation of different castes, religions and people with different geographic background.

i. Overall General Observation: NGO has a well maintained office and a team of 13 full time and part time staff and well maintained record systems. It is an established NGO with more than ten years of experience. It has demonstrated experience of handling government grants projects over a period of time. There is consistency and continuity in its activities. NGO has added strength of developing and producing quality print IEC and training material.

j. Recommendation: The proposal of New Opportunities for Women (NOW), New Delhi, MAY BE CONSIDERED for setting up of JSS given the nature of its activities in relevant areas, their consistency and continuity, experience of handling govt. grants, well maintained office, capacity to handle a reasonable number of full time and part time staff and strong background in developing IEC and training material for development programmes.

It may be added that the NGO proposes to set up JSS in South East Delhi i.e.

in one of the areas falling between Hari Nagar Ashram and Badarpur but these areas come under the South District of Delhi. And in South District, JSS R.K. Puram is already operating.

Visit to the IAEA Office at I. P. Estate, and programme activity sites located in East Delhi area, interviews of Dr. Madan Singh, Gen. Secretary of the IAEA, Dr.

V. Mohan Kumar, Director, Shri Prem Chand, Consultant and its staff. Also visited Nari Uthan Samiti at Gokul Puri in whose collaboration IAEA is running vocational training programme and met some of the programme beneficiaries, also analysed the records of IAEA.

6. Findings on Terms of Reference:

a. Registration: IAEA’s original Registration Certificate was seen, verified and a photocopy was obtained. IAEA is registered with the Registrar of Societies, Delhi under Registration No. 308 dated 15 -5 1947. As on the date of visit it had completed 61 years of its existence, thus qualifying the prescribed eligibility criteria of three years.

b. Should not be a family unit: About this aspect, the list of members of the Governing Body was scrutinized and its Secretary was interviewed. No evidence was found to suggest that it is a family unit.

c. Activities in vocational/adult education and community development: In order to make an assessment about the nature of activities of the IAEA, its

Annual Activity Reports for the years 2005, 2006, 2007 and the draft report of 2008 were studied. Activity photographs, records and print material developed were seen. Heads of expenditure in audit reports were examined. Vocational Training sites in Gokul Puri and Maujpur were visited. The Secretary, programme and office staff and programme beneficiaries were interviewed.

The description of activities in relevant areas, as gathered from above mentioned sources, has been given in forthcoming paragraphs.

Adult Education: IAEA is a pioneer organisation which has dedicated itself to promote adult/non-formal education in the country for more than six decades. It has vast experience in the field of adult education, however for the last few years it has been mainly engaged in capacity building of the functionaries of different organisations by organising conferences, work shops, training programmes, research and publications. Since December 1994 it is also serving as National Documentation Centre on Literacy and Population Education sanctioned by Ministry of HRD, Govt. of India to serve as a clearing house on all matters relating to population education and literacy for out of school youth and adolescents. IAEA has the experience of running NFE Centres in the past. They organised 30 Adult education centres in the project mode in 1991-92 under NAEP at Trilokpuri in East Delhi funded by Govt. of India. IAEA is also conducting evaluation of adult education / literacy programmes since 1990 in various states of India. IAEA also has experience of evaluating Jan Shikshan Sansthan in various districts of the states.

Vocational Training: As for vocational training, IAEA is currently imparting vocational training through an organisation Nari Uthan Samiti in the colonies of Maujpur and Gokulpuri. They are running training in Cutting and Tailoring, Beauty Culture and health care for the women of lower and lower middle class. Presently three batches of the two vocational programmes are ongoing. The duration of the courses is one year.

Community Development: In the field of community development, IAEA is not working directly however they have the experience of organising community development programmes earlier. In 2007 IAEA organised group discussions on (i) Women Education, Gender Equality and Employment; (ii) Women and Health; (iii) Social Status of Women; (iv) Economic Development and Women; and (v) Women and Legal Provisions in order to create awareness about the situation of women in the society.

IAEA also organises Community Shramdan and Sarvadharam Prarthana &

Dhyan.

The IAEA has considerable experience in developing and producing training material for the professionals of adult education / literacy and population education.

In conclusion, it may be said that IAEA has vast experience of in the field of adult education but has the limited experience in vocational training. As for the community development activities are concerned, it has past experience of community development but practically very little direct community development programme at present.

d. Financial Situation: As per the latest audit reports for the year 2007 - 08, IAEA had fixed assets worth Rs. 3,596,716.33 lakhs in the form of office furniture and equipments and building.

The position of turnover of the IAEA as per the balance sheets, in last three years, has been given in following table:

Figures given in table above as extracted from the IAEA’s audit reports of last three years (2005 - 06 to 2007 - 08), indicate that turnover of the IAEA was above Rs. 50.00 lakhs in all three reference years. Major sources of income were grants received from the Government for documentation centre and NLM news letter. Other sources of income as reflected in the Balance Sheets included income from publications, rent of the building, evaluation studies etc. The ledgers, cash books and voucher files of last three years were also checked at random and entries were found to be in order. Payments were found to have been made in cheques as well as in cash.

The Gen. Secretary of IAEA shared that JSS will be located at the headquarters of the IAEA at I. P. Estate in its own building. However, rented accommodation will be arranged for the location of activity centres in the community.

f. Different Location of NGO Headquarters and Proposed District of JSS:

IAEA headquarter is located in I. P. Estate area of New Delhi and it proposes to locate the JSS in its headquarters, however, the activity centres will be located in the Maujpur, Gokulpuri and Trilokpuri areas of East Delhi, which are located between 15 to 18 kms from the headquarters.

g. Suitability to run JSS: Description of IAEA activities and field sites visited has been mentioned above in point no.6c. Based on above findings, it may be said that IAEA has vast experience of adult education and non formal education, limited experience of vocational training and some experience in community development. Thus, on this reference point, IAEA may be considered suitable to run the JSS.

j. Recommendation: The proposal of Indian Adult Education Association, New Delhi, MAY BE CONSIDERED for setting up of JSS given the nature of its activities in relevant areas, their consistency and continuity, experience of

6. Findings on Terms of Reference:

a. Registration: NGO’s original Registration Certificate was seen, verified and a photocopy was obtained. Prayas is registered with the Registrar of Societies, Delhi under Registration No. S - 20291 dated August 29, 1989. As on the date of visit, the NGO had completed 19 years of its existence, thus qualifying the prescribed eligibility criteria of three years. Their Samastipur office and project is also functional for more than five years.

b. Should not be a family unit: About this aspect, the list of members of the Governing Body of the NGO was scrutinized and its Office bearers were interviewed. No evidence was found to suggest that the NGO is a family unit.

c. Activities in vocational/adult education and community development: In order to make an assessment about the nature of activities of the NGO, its Annual Activity Reports for the years 2004 - 05 to 2007 – 08 were studied.

Activity photographs, records and print material developed were seen. Heads of expenditure in audit reports were examined. Activity sites in Samastipur for vocational training, computer training, and rescue and rehabilitation of children were visited and some members of one of the SHGs formed in the area were also met. The Project Director, programme and office staff and programme beneficiaries were interviewed.

The description of activities in relevant areas, as gathered from above mentioned sources, has been given in forthcoming paragraphs.

Adult Education: Prayas Samastipur has a sound programme of non formal education for the children rescued and are placed in the homes maintained for this purpose. The non formal education programme is also meant for the street children, specially children working on the railway platform. The NGO works on the issues of child labour with the aim of eliminating child labour and to mainstream them in formal educational setup by providing non formal educational opportunities. Their Railway Children Project is also has Railway Children U.K. as supporting agency.

The NGO has good experience and expertise in non formal education.

Vocational Training: In the field of vocational training, Prayas Samastipur is currently running seven vocational training centres in five trades of Stitching, Cutting and Embroidery; Beauty Culture; traditional Madhubani Painting and Screen Printing. The Computer training programme is being run with the support of Microsoft. The centres are well maintained. I met some of the trainees of computer training and Beauty culture and found that they were highly appreciative of the training they were receiving. They informed me that many of the trainees who had got training in these centres have got jobs or are self employed and they too are sure that this training will be helpful in making them economically self dependent.

NGO has vast experience in vocational training programme.

Community Development: One of the objectives of Prayas Samastipur is to work with the marginalized communities. They are working to promote socio – economic empowerment of the marginalized communities specially women. NGO has formed SHGs in different areas under NABARD and also introduced micro credit and income generation programmes.

Samastipur Chetriya Gramin Bank has been linked with SHG’s for loan etc.

They are also running Bihar Health in Action Project in 5 blocks of

Samastipur with the help of Lepra Society. Apart from this, the entire project of child rescue and rehabilitation is community based, where lot of community work and linkages are required. Hence it could be said that Prayas Samastipur has good experience of community development.

The above discussion is basically the feasibility study of the Prayas Samastipur, however, when we talk about PRAYAS as a whole then the NGO with its headquarters at Delhi has vast experience in all the three components i.e. Adult Education, Vocational Training and Community Development. In fact Prayas is already running a Jan Shikshan Sansthan in Delhi and therefore have the requisite experience and resources to look after the JSS in Samastipur.

d. Financial Situation: As per the latest audit reports for the year 2006 - 07, PRAYAS New Delhi had fixed assets worth Rs. 62,280,249.00 in the form of Building, Office furniture and equipments.

The position of turnover of the NGO as per the balance sheets, in last three years, has been given in following table:

Major sources of NGO income were project grants received from the Government and private funding organizations including International funding agencies. The NGO’s ledgers, cash books and voucher files of last three years were also checked at random and entries were found to be in order. Payments were found to have been made in cheques as well as in cash. Some donations were received in cash and others in cheques. The audit report of Prayas includes the balance sheet of Prayas Samastipur as well.

The Project Director Prayas Samastipur shared that the JSS will be located in the main building of the office of the Prayas Samastipur, which is a rented building.

NGO office in Samastipur is located in a central place and it proposes to locate the JSS in the same office building.

g. Suitability to run JSS: Description of NGO activities and field sites visited has been mentioned above in point no.6c. Based on above findings, it may be said that NGO has reasonable experience of vocational training, adult education and non formal education and community development especially in women empowerment, health and income generation activities. It also has the experience of running JSS in Delhi. Thus, on this reference point, NGO may be considered suitable to run the JSS.

It is a state branch of an established NGO with its headquarters at New Delhi, with more than 18 years of experience. It has demonstrated experience of handling government grants projects over a period of time. There is consistency and continuity in its activities.

j. Recommendation: The proposal of PRAYAS, New Delhi, MAY BE CONSIDERED for setting up of JSS in Samastipur, Bihar given the nature of its activities in relevant areas, their consistency and continuity, experience of handling govt. grants, well maintained office, capacity to handle a reasonable number of full time and part time staff. The fact that they already have the experience of running JSS also makes them suitable for the sanction of JSS in Samastipur.

Visit to the NGO Office at Seva Nagar, Nawada and programme activity sites located in same area, interviews of Dr. Saurabh Suman, Secretary of the NGO, its staff, programme beneficiaries and the study of NGO records.

6. Findings on Terms of Reference:

a. Registration: NGO’s original Registration Certificate was seen, verified and a photocopy was obtained. NGO is registered with the Registrar of Societies, Patna, Bihar under Registration No. 508 dated 27.02.1987. As on the date of visit, the NGO had completed 21 years of its existence, thus qualifying the prescribed eligibility criteria of three years.

b. Should not be a family unit: List of members of the Governing Body of the NGO was scrutinized and its Secretary was interviewed. No evidence was found to suggest that the NGO is a family unit. A certificate to this effect was also obtained from the Secretary of the NGO.

c. Activities in vocational/adult education and community development: In order to make an assessment about the nature of activities of the NGO, its Annual Activity Reports for the years 2005 - 06 to 2007 – 08 were studied.

Activity photographs, records, videos and print material developed were seen.

Heads of expenditure in audit reports were examined. Activity sites in Nawada were visited and some of the beneficiaries were interviewed. The Secretary of the NGO, programme and office staff were interviewed.

The description of activities in relevant areas, as gathered from above mentioned sources, has been given in forthcoming paragraphs.

Adult Education: NGO has been running Twenty Non – Formal Education centres under Poorest Area Civil Society (PACS) Programme funded by Department for International Development (DFID) United Kingdom. 648 children are enrolled in these NFE centres out of which 60 children have been enrolled in mainstream schools. These NFE centres are also imparting literacy skills to the women of SHGs. NGO is also running a residential school for 50 girls under Kasturba Gandhi Balika Vidyalaya sponsored by Bihar Education Project of Government of Bihar. A rural literacy programme is being run by the NGO with the support from TARA Haat (DA). They have made this programme attractive and innovative by using laptops at the centres. It may be said that NGO has good experience in running Non – Formal Education programme.

Vocational Training: NGO is running Computer Training course with the aim to impart basic knowledge of computers to the youths in the rural areas. The duration of the course is six months and at present 52 girls &

boys are enrolled at the centres. Apart from computer training, NGO is also conducting vocational training programme as part of their income generation project. Under this programme they are running training in Diesel Engine repairing for boys and cutting, stitching and embroidery for the girls.

Community Development: As part of community development programme, NGO has worked in the area of Sustainable Agriculture, Women Empowerment, Natural Resource Management (NRM), Eradication of child labour, Community Health and Sanitation and Reproductive and Child Health (RCH). Under Poorest Area Civil Society (PACS) programme focus has been to empower poorest community in the rural areas with special attention to women. This programme is funded by Department for International Development (DFID), United Kingdom. 128 women’s Self Help Groups have been formed in 30 villages. The total savings of the groups have touched Rs.4, 09,969/-. Under this programme Mahila Dalan, a discussion forum for women at the community level, were started. Innovative activities were started under this programme at the community level. NGO is also running watershed management programme – two with the support of CRS, Ranchi in Bardaha and Harinarayanpur and one with the support of NABARD, Patna in Dohra. NGO is also running Community Owned Agro Enterprise Initiative Programme with the support of CRS, Ranchi. It aimed at enhancement of livelihood opportunities for the

poor and marginalised farmers in two of the most unfertile areas of Nawada district and to boost people’s active participation in the village development process. It lays emphasis on common cultivation in common land with community. NGO has also organised Total Sanitation Campaign with the support of PHED, Nawada. The NGO has also formed 50 Self Help Groups in which 566 women are members; this programme is supported by NABARD.

To conclude, it may be said that NGO has experience of running of non formal education for children, adult Education for women and rural literacy programme.

It has reasonable experience in vocational training and substantial experience of community development activities.

d. Financial Situation: As per the latest audit reports for the year 2007 - 08, NGO had fixed assets worth Rs. 16.77 lakhs in the form of Land and Building, Office furniture and equipments. The position of turnover of the NGO as per the balance sheets, in last three years, has been given in following table:

Figures given in table above as extracted from the NGO’s audit reports of last three years (2005 - 06 to 2007 - 08), indicate that turnover of the NGO was above Rs. 5.00 lakhs in all three reference years. Major sources of NGO income were project grants received from the Government, Private and International funding organizations. Other sources of NGO’s income as reflected in the Balance Sheets included donations and bank interest. The NGO’s ledgers, cash books and voucher files of last three years were also checked at random and entries were found to be in order. Payments were found to have been made in cheques as well as in cash. Some donations were received in cash and others in cheques.

In light of the above findings, it may be said that NGO’s financial health was reasonable given the position of assets as reflected in the balance sheets, systematic maintenance of accounts records and sources of major income being project grants from government and non government organizations.

e. Annual Reports and Accounts and Rent Free Accommodation: Situation of annual reports and accounts has already been described in point nos. 6.c. &

6.d. respectively. The NGO has its own building and JSS will be located in its building.

f. Different Location of NGO Headquarters and Proposed District of JSS:

NGO headquarter is located in Seva Nagar, Nawada and it proposes to locate the JSS in the same building.

g. Suitability to run JSS: Description of NGO activities and field sites visited has been mentioned above in point no.6c. Based on above findings, it may be said that NGO has reasonable experience of vocational training, adult education and non formal education and substantial experience in community development programme. Thus, on this reference point, NGO may be considered suitable to run the JSS.

h. Sectarian/Non-Sectarian Activities: No evidence was found suggesting NGO's indulgence in or preaching of sectarian activities. As a matter of fact among its programme beneficiaries, there was representation of different castes, religions and people with different geographic background.

i. Overall General Observation: NGO has a well maintained office and a team of 41 full time and part time staff and well maintained record systems. It is an established NGO with more than 20 years of experience. It has demonstrated experience of handling government grants projects over a period of time. There is consistency and continuity in its activities.

Recommendation: The proposal of Bihar Seva Sansthan, Nawada, MAY BE CONSIDERED for setting up of JSS given the nature of its activities in relevant areas, their consistency and continuity, experience of handling govt. grants, well maintained office, capacity to handle a reasonable number of full time and part time staff

6. Findings on Terms of Reference:

a. Registration: NGO’s original Registration Certificate was checked, verified and a photocopy was obtained. NGO is registered with the Registrar of Societies, Patna, Bihar under Registration No. 53 / 92-93 dated 10.04.1992. As on the date of visit, the NGO had completed 16 years of its existence, thus qualifying the prescribed eligibility criteria of three years.

b. Should not be a family unit: List of members of the Governing Body of the NGO was scrutinized and its Gen. Secretary was interviewed. No evidence was found to suggest that the NGO is a family unit.

c. Activities in vocational/adult education and community development:

Annual Activity Reports for the years 2005 - 06 to 2007 – 08 of the NGO were studied and activity photographs, records and print material developed were analysed. Heads of expenditure in audit reports were examined. Activity sites in

Muzaffarpur were visited. The Gen. Secretary, programme and office staff and programme beneficiaries were interviewed.

The description of activities in relevant areas, as gathered from above mentioned sources, has been given in forthcoming paragraphs.

Adult Education: NGO has been running one residential Kasturba Gandhi School for 100 school dropout girls and one RBC school for 50 school dropout boys. Both these programmes are aided by government under Sarv Shiksha Abhiyan. The team visited these schools and found them well managed. NGO has no other experience of adult education.

Vocational Training: In the field of vocational training, the NGO is currently imparting vocational training in Computer, Short Hand & Typing, Computer Assembling and Repairing and Dress Designing. The NGO’s proposal for giving recognition as ITI to its vocational training programme has tentatively been approved by the Bihar Govt. for the year 2009-20011.

NGO has reasonable vocational training infrastructure and is doing quite good in computer training and secretarial training.

Community Development: NGO is very active in community development activities. It has organised National Integration camps, Environment protection campaign and youth sports. All these activities were funded by the government. It has also organised awareness camps for the rural population. Seven such camps were organised in the blocks of Meenapur and Aurai. Youth Federation is also one of the NGOs selected by the district administration for relief work carried out during natural disasters.

NGO has been awarded appreciation letters from the administration for its work.

The team visited Sitamarhi site where JSS activities are to be implemented and found that NGO has no current activity at present in Sitamarhi district.

They are hopeful for the sanction of a Child Labour School, which they claim to be in the pipe line.

In conclusion, it may be said that NGO has some experience of running non formal education for children. It has reasonable experience in vocational training and substantial experience of community development activities.

d. Financial Situation: As per the latest audit reports for the year 2007 - 08, NGO had fixed assets worth Rs. 1,723,434.46 in the form of office furniture, equipments, computers and furniture for the residential school. NGO has no immoveable assets.

The position of turnover of the NGO as per the balance sheets, in last three years, has been given in following table:

Figures given in table above as extracted from the NGO’s audit reports of last three years (2005 – 06 to 2007 – 08), indicate that turnover of the NGO was above Rs. 5.00 lakhs in all three reference years. Major sources of NGO income were project grants received from the Government. Other sources of NGO’s income as reflected in the Balance Sheets included donations and members contributions. The NGO’s ledgers, cash books and voucher files of last three years were also asked and checked at random and entries were found to be in order. Payments were found to have been made in cheques as well as in cash.

However, NGO could not produce the donation books for the financial year 2007- 2008. But the close scrutiny of the balance sheet shows that they have received more than Rs. 18 Lakhs in grant from Govt. which itself crosses the qualifying limit.

The Secretary of NGO shared that it is not in a position to arrange rent free accommodation for the JSS in the proposed area.

NGO headquarter is located in Muzaffarpur and it proposes to locate the JSS in Sitamarhi which is about 25 Kms from the NGO headquarters.

g. Suitability to run JSS: Description of NGO activities and field sites visited has been mentioned above in point no.6c. Based on above findings, it may be said that NGO has reasonable experience of vocational training, some experience in non formal education and substantial experience community development. Thus, on this reference point, NGO may be considered suitable to run the JSS.

h. Sectarian/Non-Sectarian Activities: No evidence was found suggesting NGO's indulgence in or preaching of sectarian activities. As a matter of fact among its programme beneficiaries, there was representation of different castes, religions and people with different geographic background.

j. Recommendation: The proposal of Youth Federation, Muzaffarpur, MAY BE CONSIDERED for setting up of JSS in Sitamarhi given the nature of its activities in relevant areas, their experience of handling govt. grants and capacity to handle a reasonable number of full time and part time staff

6. Findings on Terms of Reference:

a. Registration: NGO’s registration certificate in original was seen and copy of the same obtained. As per this certificate NGO is registered under no.

436/1986-87 on 20.12.1987 with the Registrar of Societies, Patna, Bihar. As on the date of visit, the NGO had completed 21 years of existence, thus qualifying the prescribed eligibility criteria of three years.

b. Should not be a family unit: About this aspect, the list of members of the Governing Body of the NGO was obtained and scrutinized, and no evidence was found to suggest that the NGO was a family unit.

c. Activities in vocational/adult education and community development: It may be relevant to mention that Annual Activities reports of last three years i.e.

2005 - 06, 2006 – 07 and 2007 - 08 were provided by the NGO to the team. On the scrutiny of the reports it was found that the reports of 2006 – 07 and 2007 – 08 are the true copies of each other, even the number of the general body meetings are the same. The Annual Reports have reported a number of activities in areas of adult education, children’s education, vocational training, and community development but the NGO could not produce any satisfactory proof by way of documents or arrange on site visit. On specific request to show the vocational training centre and literacy programme, the NGO shoed only one RBC school for boys where 10 to 12 boys were present and one girls school where 4-5 girls were present. On questioning the President revealed that the grant for the said school has expired and the new sanction is expected any day. The NGO was not able to show any vocational training centre. The NGO has mainly received grant for NREG of the government, which they have been implementing in the district.

As regard the recently concluded and current activities mentioned in the annual report, the NGO tried to convince the team with the help of photographs and newspaper clippings. But a closed scrutiny of the photographs revealed that mostly they were for the year 2005 and 2006. Even the reports shows that most of the activities mentioned are of the nature of campaign.

Based on facts and observations mentioned above, it may be concluded that the NGO could not satisfactorily establish the fact of having organized adult education and vocational training activities; however NGO has some experience in areas of community development and has organized NREG scheme successfully. The NGO did have the experience of conducting Non Formal Education for children.

d. Financial Situation: As per the audit reports for the year 2007 - 08, NGO had

Fixed Assets in the form of office equipments and furniture worth Rs. 4,64,236=92.

The position of turnover of the NGO as reflected in Audit Reports of last three years (2004 - 05 to 2006-07), has been given in Table below:

Although the above table indicates that the NGO’s turnover during the reference years exceeded Rs. 5.00 lakhs, thus qualifying the criteria given in the TOR of

the study. However, close scrutiny of individual years shows that the major source of income of the NGO is through donations and members contributions.

The audit report of 2005 – 06 reflects a turn over of more than Rs 15 Lakhs;

however the contribution of donations and membership in this was Rs 13.69 Lakhs. Which means the NGO’s income from other sources in that financial year was merely little over Rs. 2 Lakhs. The major grant source of the NGO is grant for RBC school for 100 Girls and 50 Boys and grant for implementing NREG scheme of the government. NGO’s ledgers, cash books, vouchers and donation/subscription books of reference years were asked for but only the cashbook of 2005 was provided in Nokha office and the team was told that the other books are in Sasaram office. When we reached Sasaram office they made the excuse that since the office has been shifted, every thing is disturb and hence unable to produce the cashbooks and vouchers of the last two years. The donation books and members contribution record also could not be verified as the NGO failed to produce these records. Thus, in the absence of ledgers, cash books, vouchers and donation/subscription books, authenticity of the financial position of NGO could not be verified.

It was observed that in all three financial years (2005 - 06 to 2007 - 08) the major grants received are for the RBC school and for implementing NREG scheme.

There is no receipt for vocational training both in 2006-07 and 2007-08 but in the expenditure side same amount of expenditure has been mentioned in both the years i.e. Rs. 36,321.00 which does not collaborate with the number of beneficiaries shown in the annual reports.

NGO has received IT exemption certificate under Sec.80G and has PAN No.

AABTA1750C. It is also registered under FCRA with the registration number as:

031250008.

The position of NGO’s bank accounts was as follows:

In light of the above findings, it may be said that NGO’s financial health was not in a sound state given the situation of its assets and bank accounts. Entries in ledgers and cash books could not be verified due to non availability of the records.

6.d respectively.

The President of the NGO shared that they will be in a position to arrange rented accommodation for the JSS in Sasaram as it has no land or building in the name of the NGO.

f. Different Location of NGO Headquarters and Proposed District of JSS:

Location of the NGO headquarters and the district proposed for the JSS i.e.

Sasaram (Rohtas) are the same.

g. Suitability to run JSS: Description of NGO activities and field site visited has been mentioned in point no.6.c above. Based on above findings, it may be said that NGO has the experience of non formal education for children but still needs much to develop the experience in activities suitable for running the JSS.

h. Sectarian/Non-Sectarian Activities: No evidence was found suggesting NGO's indulgence in or preaching of sectarian activities.

i. Overall General Observations: NGO’s office management and document maintenance is poor and indicate that it has lot to improve.

j. Recommendation: In the light of above findings, proposal of the Akhil Bhartiya Shikshit Berojgar Yuvak Kalyan Sansthan, Rohtas, for setting up of JSS at Sasaram (Rohtas) May not be considered.
