1. This power will be exercised by officers of Mech. Deptt. only.

2. For condemnation before replacement CME/CWE will have full powers within the budget provision.

3. Condemnation/scrapping shall be recommended/sanctioned only on personal inspection of the stock after preparation of detailed condition report etc.

The inspection should be done in the workshops/divisions. In the division the inspections should be done during the inspection tours.

4. CME/CWE has full powers to permit retention in service of ' Replaced' Rolling stock.

5. Orders issued by the Railway Board from time to time shall be kept in view.6. Replaced steam locos may be condemned only when these can be released without replacement.

7. In case wagons involved in accidents and certified to be irrepairable and non IRS wagons of inherently weak designed proposed to be condemned on condition basis financial justification is not necessary but concurrence of associate finance should be obtained.

8. Financial justification and concurrence of finance are necessary. In case of coaches involved in accidents certified to be irrepairable and non-IRS coaches of inherently weak design proposed to be condemned on condition basis, financial justification is not necessary but concurrence of associate finance should be obtained for 14.07 (b) only

9. With the concurrence of the local accounts attached to the workshop or divisions as the case may be, individual cases of condemnation should be put up to the CME at Headquarters. The final authority of condemnation may be issued only after each proposal has been approved by CME and concurred in by FA&CAO at Headquarters (for 14.07(c) only). Rly. Bd.'s letter no. 85-M(L)/467/5 dt.17.07.85.

10. Wherever pre-matured replacement is sought a detailed report duly indicating the efforts made to prevent damage may be sent to Railway Board.

3. In cases where the workshops or unit is headed by Sr.Scale officers and below the final approving authority will be the J.A.grade officer in Hqrs. and for divisions any J.A.Grade officer in the deptt.

4. In the case of condemnation of under-aged machinery and plants financial implications should be worked out to show that re-conditioning of the asset would not be economical.

5. Whenever pre-mature replacement indicating the efforts made to prevent damage may be sent to Railway Board.

Depreciation cost of briefcases:

Up to one year - Full cost More than a year but less than 2 years - 60%

More than 2 years but less than 3 years - 30%

More than 3 years - 10%

Note:

1. Finance concurrence is not necessary.

2. The life time of briefcases is three years.

3. The reimbursement will be admissible once in three (03) years from the date of purchase of subject item(s).

4. Reimbursement being done to officers as per ceiling limit may also be done to staff at supervisory level.

5. Details of each transaction shall be preserved compulsorily by the concerned department.

2. Where Railway employees are responsible for damage of energy meters the actual replacement cost shall be recovered from them.

3. Where such damage/defect in energy meters is on account of electric supply agency, replacement shall be got done by such electric supply agency at their cost.

4. Reasonableness of the cost of the meter being replaced should be certified by the Sr. DEE concerned.

5. Proper accountal of replaced energy meters should be maintained.

6. Replacement will be permissible at Railway’s cost as per conditions of electric supply agency.

7. The powers under column 4, 5, 10 & 11 can only be exercised by officers of Electrical department.

(c) Payment of initial security deposit to electric power supply agencies and enhanced/ subsequent security deposit due to enhancement of contract demand.
