2) Restaurants are permitted to open till 1.30 PM.

3) Local transport services including autos, taxis, and city bus services shall be allowed to function within in stipulated time (from 6.00 AM to 2.00 PM)

4) Only functions and marriages etc. which are already scheduled and cannot be re-

scheduled shall be carried out with a

maximum of 20 persons with due permission from local authorities duly following COVID appropriate behaviour.

5) E-commerce supply chain operators are permitted to deliver the essential goods.

Inner line permits (ILPs) will not be issued to tourists during May 2021.

All outsiders need to undergo RAT/ RTPCR tests at the entry points unless they are carrying negative RAT/RTPCR report. Those carrying certificate of final vaccination are exempted. Public transport services including inter-district and inter-state buses may operate at 50-percent capacity. Authorities allow entry into the state between 08:00 AM-08:00 PM daily. Asymptomatic passengers with negative test results are exempt from quarantine;

however, district

authorities may mandate quarantine until results of additional on-arrival testing. Those with symptoms or positive test results will undergo additional testing and

10) All religious congregations and public gatherings in any public or commercial establishments prohibited.

Micro-containment zones have been identified and the areas are cordoned off. No entry-exit of persons are allowed other than ambulance service.

FICCI Contact 3 Assam All entrants arriving via

any route must undergo on-arrival tests for COVID-19 at the point of entry. Inbound travellers who have obtained a negative RTPCR test within 72 hours before departure are exempt, except if flying from Bengaluru and Mumbai cities or traveling via rail from Karnataka and Maharashtra states.

Arrivals must quarantine at home for seven days, regardless of test results;

those traveling for emergency purposes are exempt from quarantine.

Goods laden trucks are allowed into the state after mandatory RTPCR test. The results ratified at entry gates are valid across the state during inter district travel.

1) Curfew extended across Assam till June 22, 2021.

2) Inter-District Movement banned till June 22, 2021.

3) Relaxation in Kamrup (M) - Curfew from 2:00 PM; Shops & Establishments to close down at 1:00 PM

7) All inter-district transport services and movement of people to and from other districts shall continue to remain suspended.

8) All Government and Private Employees who have taken both doses of COVID- 19 vaccine have to attend office mandatorily.

9) Government/semi-government officers in the rank of Deputy Secretary and above and senior executives in the non-Government sector along with their key support staff will have to attend the office for emergency and

FICCI Contact 4 Chandigarh There will be no

restriction on interstate movement, yet those entering Chandigarh without negative covid reports or vaccine

certificates will be subject to random testing.

1) All shops will remain open from 10:00 AM to 06:00 PM. The shop owners will ensure that COVID protocol is duly followed. All persons must wear masks and shopping areas must be regularly sanitized. Shopkeepers can be penalized for any violation of COVID protocol.

2) All restaurants/ bars will remain open with 50% capacity from 10:00 AM to 09:00 PM.

3) The night curfew in the city will be from 10:00 PM to 05:00 AM.

4) There will be a total closure on Sunday.

5) Only the essential shops including barber shop will be allowed to open.

6) The movement of vehicles will be strictly restricted.

7) The shopping malls will remain open from 10:00 AM to 06:00 PM. However, the eating outlets inside the malls can remain open till 08:00 PM. The malls must ensure that there is no crowding within the shops or in the open areas. Necessary screening of visitors to check temperature etc. and to properly sanitize them should be arranged at the entrance of the malls.

8) Gyms, spas, wellness centres, clubs, barber shops and hair salons will be allowed to open with 50% capacity.

9) Cinema halls and theatres will remain closed.

10) Rock Garden will remain closed

11) Museums and Libraries will be allowed to open.

Regular sanitization of the areas by Municipal Authorities will be

conducted and the residents will be advised to maintain social distancing norms, wear masks, and follow hand hygiene.

8 12) The gathering for marriages, cremation or any

other gathering will be restricted to maximum 30 persons. The covid protocol needs to be strictly followed.

13) The Sukhna Lake will remain open for visitors from 05:00 AM to 08:00 PM. However, no boating will be allowed. The police will ensure that the visitors at lake follow the covid protocol strictly, failing which challans will be issued. Sukhna Lake will remain closed on Sunday.

14) The earlier restrictions on number of

employees attending government and private offices and banks are withdrawn.

state and intra-state movement of persons and goods including those for cross-land border trade under treaties with

neighbouring countries.

During Unlock 3.0 in Delhi (outside Containment Zone), the prohibited/restricted activities shall be as specified w.e.f. 5:00 AM on June 14, 2021, till 5:00 AM on June 21, 2021, on further orders whichever is earlier.

Restricted 1) All schools, colleges, educational institutions

etc., will remain closed. Online/ distance learning shall continue to be permitted and

should be encouraged.

2) All social, political, sports, entertainment, academic, cultural, religious, festival related, and other gatherings and congregations will

remain restricted.

3) Swimming pools (except being used for training of sport persons for participation in national and international events), stadiums, sports complexes, spas, gymnasium, yoga institutes, public parks and gardens will remain closed.

4) Cinema halls, entertainment parks, water parks, banquet halls, auditoriums, assembly halls, business to business (B2B) exhibitions will remain closed.

Allowed:

1) In government offices, there will be 100 per cent attendance of group A officers and 50

per cent for the rest 2) All private offices shall be allowed to function

to the extent of 50 per cent strength of their

staff between 9.00 AM to 5.00 PM.

In containment zones, only essential activities are to be allowed.

11 3) All standalone shops shall be permitted to

open on all days without any distinction of essential and non-essential goods/services.

However, the timings of such shops dealing with non-essential goods/services will be

between 10.00 AM to 8.00 PM.

4) All markets, market complexes and malls shall be permitted to open between 10.00 AM to 8.00 PM

5) Restaurants are allowed up to 50 per cent of the seating capacity.

6) Weekly markets will also resume operation but only one such market of a municipal zone will be allowed to function on a day.

7) A gathering of not more than 20 people allowed at marriages and funerals.

8) Delhi Metro and buses shall be allowed to operate with up to 50 per cent of the seating capacity

9) Public transport such as autos and e-rickshaws (up to 2 passengers)/ taxis, cabs, gramin sewa and phat phat sewa (up to 2 passengers) / maxi cab (up to 5 passengers) / RTV (up to 11 passengers) shall be allowed.

7 Goa Interstate movement for

tourists from May 10, 2021 onwards (people who are residents of Goa or are entering Goa for work, or who have with them full vaccination certificate or Covid negative test report for a test done a maximum of 72 hours prior to entering Goa will be permitted).

DM/SDM and cremation with less than 20 people.

is negative, then 14 days of Home Quarantine. If the test report is positive, passenger will be sent to COVID Care Centre/

Home isolation as per State Govt. guidelines.

Passengers travelling from UK shall have to mandatorily undergo Rapid Antigen Test upon Arrival. If their report is negative, then 14 days of Home Quarantine is mandatory. If test report is positive, then

passenger will be sent to COVID Care Centre as per State Government guidelines.

ii. gathering of five or more persons at public places, except for official functions or with permission from DM/SDM.

iii. use of buses except for people going for duty purpose and medical emergencies, with a

maximum capacity of 50%.

The following activities shall be exceptions to the above restrictions/prohibitions:

i. Shops selling medicines/drugs and related

activities, ii. Shops selling groceries/eatables, animal

fodder, Public Distribution System and such outlets, standalone liquor shops (for take away only) may remain open from 7.00 AM to 1.00 PM (home delivery of all these items

except liquor, will be allowed any time).

iii. Banks, ATMs, insurance, customs clearance,

microfinance institutions, etc iv. All medical and health services/institutions

(including AYUSH and veterinary hospital and

laboratories) to remain functionals, v. Operations of home for children /disabled

/mentally challenged/senior citizens /

destitute / women/ widows etc, vi. Observation homes, after care homes and

places of safety for juveniles, etc vii. All facilities in the supply chain of essentials

goods, whether involved in wholesale or retail of such goods through local stores, large brick

and mortar stores or E-commerce companies, viii. cold storages and warehousing services

ix. canteens/restaurants on the premises of the permitted establishments catering to only

x. all industries/factories and related activities xi. all construction and related activities,

including repairs

1) Night Curfew (9 PM to 6 AM) extended from June 11 to June 26, 2021

2) Restaurants and hotels can remain open from 9.00 AM to 7.00 PM. Dine-in services can be offered but with only 50 per cent seating capacity. Home delivery of food can continue to be offered till 12.00 AM.

3) Business establishments including small shops, shopping complexes, beauty parlours and so on will be permitted to remain open from 9.00 AM to 7.00 PM.

4) Gardens and parks can remain open from 6.00 AM to 7.00 PM.

5) Libraries and gymnasiums can open with 50 per cent strength.

6) Students who are planning to go abroad for further studies will be able to give exams like IELTS and TOEFL.

7) Places of worship will be permitted to open.

However, only 50 people will be allowed at any given point of time.

8) Political and social gatherings will be allowed but with a cap of 50 people.

9) Bus services will operate with 60 per cent seating capacity.

10) Weekly markets, educational institutions, coaching centres, cinema halls, auditoriums, amusement parks and swimming pools will remain closed.

The government has authorised local and civic authorities to decide on the containment and non- containment zones according to which the commercial services will resume in their respective areas.

restrictions extended till June 21, 2021. All goods traffic will be allowed, Cargo movement will be allowed. Private vehicles for emergency services are allowed. Passengers going to or returning from ISBT will be allowed.

Movement of maids and help staff will be allowed.

1) All shops are allowed to open from 09:00 AM to 08 :00 PM.

2) Malls are allowed to open from 10:00 AM to 08:00 PM.

3) Restaurants and bars (including in hotels and in malls) are allowed to open from 10:00 AM to 10:00 PM with 50% of the seating capacity and adopting requisite social distancing norms, regular sanitisation and Covid appropriate behavioural norms. Home delivery from hotels, restaurants and fast- food joints is permitted up to 10 :00 PM.

4) Religious places are allowed to open with 21 persons at one time with the condition that they follow requisite social distancing norms, regular sanitisation and Covid appropriate behavioural norms.

5) Corporate Offices are permitted to open with 50% attendance after adopting requisite social distancing norms, regular sanitisation and Covid appropriate behavioural norms.

6) Gatherings in weddings, Funerals/ Cremations are allowed up to 21 persons. However, weddings can take place at places other than home and Courts also. No movement of 'Barat' procession will be allowed.

7) For gatherings other than weddings, funerals/

cremations, the maximum number allowed will be 50. For gatherings more than 50, prior permission from the Deputy Commissioner shall be required

2) Containment zone will be considered de- notified as per the tentative period of 14 days.

17 8) Club houses/ restaurants/ bars of the Golf

Courses are allowed to open with 50% seating capacity from 10:00 AM to 10 :00 PM with adherence to requisite social distancing and other safety norms. Members/visitors shall be allowed to play in Golf Courses by the

management in a staggered manner so as to avoid overcrowding.

9) Gyms are allowed to open from 06:00 AM to 08 :00 PM with 50% capacity after adopting requisite social distancing norms, regular sanitisation and Covid appropriate behavioural norms. However, Spas shall remain closed

Pradesh

A negative RTPCR test report is no more required to enter the state. Section 144 has been lifted in the state.

1) All educational institutions schools/ colleges/

universities/ institutions/ coaching Centres will remain closed.

2) All social/ academic/ sports/ entertainment/

cultural/ religious/ political gatherings and other congregations are completely banned in the State. However, a maximum 20 persons only will be allowed in gatherings related to marriage.

3) There will be total ban on entry of general public at large in the places of religious worship.

4) All the offices of Government Departments/

PSUs/ local bodies/ Autonomous Bodies including the H.P. Secretariat will remain closed on Saturdays & Sundays and these offices will operate with the 50% attendance.

5) All public transport will be suspended.

6) All industrial and scientific establishments, both government and private may be allowed subject to the workforce following physical distancing norms.

Mini containment Zone to be formed where over five COVID19 cases reported. No relaxation in curfew imposed on shops or banks. Only home- delivery allowed.

People are not allowed to move around in public places.

restrictions. Mandatory RTPCR testing is required upon entry in the UT of J&K either by road, rail, and air.

1) The Jammu & Kashmir administration relaxed Covid-induced restrictions in eight districts-- Poonch, Reasi, Ramban, Doda, Shopian, Kulgam, Ganderbal, and Bandipora as the coronavirus infection declines. However, guidelines on the Covid containment, notified on May 29, 2021, will continue to remain in force till further orders.

2) Barbershops, salons, and parlours will be permitted to open on all days of the week (except on Saturdays and Sundays).

3) Standalone shops, outdoor bazaars, shopping complexes would be permitted to open on all days (except Saturday and Sunday).

4) All government offices can function without any restrictions subject to strict adherence to Covid appropriate behaviour.

5) The wholesale trade of liquor would continue to be permitted to operate 5 days a week (except Saturdays and Sundays) in the entire UT

Movement of people is permitted from 6:00 AM to 4:00 PM. Every person coming to Jharkhand has to register their details on www.jharkhandtravel.nic.

FICCI Contact 13 Karnataka No movement of public

or private buses or passenger vehicles except as permitted under the guidelines. Inter-State and Intra-State

movement of passenger vehicles, only in cases of emergencies. Intra- district movement of passenger vehicles and buses only in emergency cases and strictly

adhering to the prevailing SOPs/guidelines issued by Department of Health and Family Welfare.

Movement of Officers/personnel traveling with valid ID card issued by their organization / institution to the place of work and back for permitted activities in these guidelines. Movement of officers/Staff of High Court of Karnataka, officers/staff of District Judiciary holding official ID Card are permitted

1) Due to high positivity rate the districts of Chikkamagaluru, Shivamogga, Davanagere, Mysuru, Chamarajanagara, Hassan, Dakshina Kannada, Bengaluru Rural, Mandya, Belagavi and Kodagu will still continue to be under lockdown till June 21, 2021. The following activities will be prohibited throughout the State:

i. Only flights and trains scheduled will continue to operate during this period.

ii. Flight and train tickets shall serve as the passes for movement of persons by personal vehicles/ taxis/ cab aggregators/

autorickshaws to board flight and trains.

iii. Metro rail services.

iv. Taxis (including auto rickshaws) and services of cab aggregators, except while hired for emergency and as permitted in these guidelines.

v. Schools, colleges, educational/coaching institutions etc. will remain closed. Online/

distance learning shall continue to be permitted and shall be encouraged.

vi. Hotels, restaurants, and hospitality services, except those meant for housing health/ police.

vii. Government officials/ healthcare workers/

stranded persons including tourists, quarantine facility and Step-Down Hospitals. However, hotels, restaurants and eateries shall be permitted to operate

It also re-iterated that Deputy Commissioners of the Districts based on their assessment of the situation and after consultation with the District-in-charge Minister, may impose additional containment measures as deemed necessary. However,

iii. Movement (inter and intra State, inter and intra district) of all medical, paramedics, nurses, scientists, lab technicians, mid- wives, and other hospital support services.

i. All food processing and related industries.

ii. Banks, insurance offices and ATM.

iii. Print and electronic media.

iv. Telecommunication, internet services, broadcasting, and cable services.

v. Employees and vehicles of Telecom and Internet Service providers shall be allowed unrestricted movement on producing valid ID card issued by their respective

organization/ institution.

vi. Only essential staff/employees of IT and ITeS companies /organization shall work from office. Rest will work from home.

vii. Delivery of all items through E-Commerce and home delivery. Power generation, transmission and distribution units and services.

FICCI Contact 14 Kerala Lockdown to be eased in

Kerala; public transport to resume partially from June 17, 2021. Public transport will be allowed on moderate level from June 17, 2021, onwards.

Also, strict restrictions will be enforced in the state on Saturday and Sunday. Public transport will be allowed in a limited manner. For interstate road transport of individuals on

emergency purposes, registration on Covid19 Jagratha portal is mandatory. As per regulations imposed by State Governments, all passengers arriving at Kerala must have a valid e-pass after registering their details in state’s COVID Jagratha portal, without which the passenger will not be permitted to exit the airport –

1) Kerala to lift lockdown restrictions from June 17, 2021, cluster-wise curbs to continue The Kerala government has decided to ease the state-wide lockdown restrictions imposed to contain the second wave of the COVID pandemic.

2) Industrial and agriculture-related activities will be allowed everywhere.

3) There will not be any restriction for labourers

engaged in these works to travel.

4) All shops selling essential commodities can be

open from 7.00 AM to 7.00 PM.

5) Central and state government offices, public sector undertakings, government companies, commissions, corporations, and local self- government institutions can function

everyday with 25 per cent of the staff strength on a rotation basis.

6) In the secretariat, 50 per cent of the staff have to be present on a rotation basis.

7) Restaurants can continue with home delivery/takeaway services. Dine-in is not allowed.

8) Bevco outlets and bars can function from 9.00 AM to 7.00 PM. Slots have to be booked using app.

9) Only a maximum of 20 people is allowed to attend marriages and funerals. No other

gatherings or public functions are allowed.

10) Tourism, entertainment events and indoor activities causing crowds are not allowed.

Local bodies having a TPR of above 20 per cent and below 30 per cent can open only shops selling essential commodities daily. They can function daily from 7.00 AM to 7.00 PM. Other shops can be open only on Friday, from 7.00 AM to 7.00 PM. The chief minister called this

"complete lockdown".

In local bodies with a TPR above 30 per cent, there will be triple lockdown. And in these local bodies, COVID tests will also be increased in proportion with the TPR. In other words, there will be far higher tests in local bodies with over 30 percent TPR than in areas where the TPR is low.

Lakshadweep additional district magistrate (ADM) Shashipal Dabas said entry to the island will be restricted to ensure effective COVID

management considering the rise in COVID positive cases. From June 6, 2021, the ADM is the single point officer authorised for issuing entry permit to visitors. All entry permits of visitors staying in the island can be extended by one week by deputy collectors and block development officers. On completion of the permit period, the visitors will have to return to the mainland or will have to obtain permission from the ADM. The permits will be cancelled as the visitors leave the island and they will have to obtain a fresh

permit from the ADM.

including residents. No exemption from testing for persons coming from Maharashtra / Delhi / UP/

Bihar /West Bengal / Karnataka and Kerala even if they possess a valid final certificate of vaccination. Sample for RTPCR testing shall be taken at the entry point on payment basis. Such persons shall proceed to their residence or place of stay and undergo mandatory 7 days home or paid quarantine, even if the result of the COVID- 19 test is negative.

All persons entering the State except those mentioned above are exempted from testing if they possess a valid final certificate of vaccination.

1) The Meghalaya government has extended the night curfew till June 22, 2021, to contain the coronavirus outbreak.

2) Restrictions on inter-state movement of people will also continue, exempting only those having permission for medical purposes.

3) All District authorities have promulgated night curfew with effect from June 15 up to June 22, 2021, between 9.00 PM and 5.00 AM each day.

4) The order will not apply to security forces and those on essential services duty.

5) Inter-District Movement of person is not permitted. No person is to step out without valid reasons. Vehicles plying without passes will be liable for strict penalties. Any one in defiance of orders is liable for arrest.

37 Persons exiting the State

on the same day shall also be tested for RTPCR and the result shall be communicated to them.

They shall strictly confine to their place of work and exit on the same day. For persons entering the State from another country (International Travellers), sample for RTPCR testing shall be taken at the entry point on payment basis. Such persons shall undergo home quarantine or paid quarantine for 7 days from the date of their arrival regardless of their test results. All persons entering the State should undergo mandatory 7 days home quarantine or paid quarantine, even if the result of the COVID- 19 test is negative.

Travellers who do not have home quarantine facilities, need to pre- book their hotels before filling the form.

Daily night curfew from 6.00 PM to 5.00 AM and weekend curfew from 6.00 PM on Friday up to 5.00 AM on Monday throughout the state.

Movement of passengers is allowed.

Daily Night Curfew from 7.00 PM to 5.00 AM and Sunday curfew (from 7.00 PM on Saturday up to 5.00 AM on Monday) to be imposed throughout the state;

but all the essential activities including those enumerated hereinafter titled 'Exemptions' to continue to remain unaffected, unhindered, and exempted from curfew restrictions.

Exemptions:

1) Persons taking flights into the state should carry either vaccination certificate

(vaccination at least 14 days ago) or RTPCR report not more than 72 hr old.

2) Number in public transport (buses, taxis, autos) to be restricted to 50% of capacity.

3) All educational institutions i.e., schools and colleges to remain closed.

4) All the medical and nursing colleges, however, to continue to remain open.

5) All recruitment exams permitted subject, however, to adherence to social distance and other norms of Covid appropriate behaviour.

6) All sports and training for national/

international events permitted. Department of Sports and Youth affairs to issue

instructions and guidelines which must be strictly adhered to.

7) All shops including those in malls and

multiplexes etc. may remain open till 6.00 PM and restaurants/ hotels/dhabas etc. only for take away/home delivery allowed up to 9.00 pm.

Containment zones will be sealed, and restrictions are imposed on the movement of people for minimising people-to-people contact.

The contained area will be de-notified as micro

containment or containment zone if no fresh case is reported in seven days.

vehicles not allowed to move through check- posts at Melli, Ramam, Reshi, Hathichirey, NTPC, and Rangpo without valid documents. RTPCR testing at entry points is mandatory for all persons visiting the State. Inter- district movements prohibited for both private people and government vehicles.

Movement of people with boarding pass or returning from Pakyong Airport, Bagdogra Airport, NJP Railway Station on production of valid tickets is allowed. The condition of negative RTPCR report conducted within 48 hours of arrival or alternatively, ten days of mandatory quarantine shall continue to apply to those entering the State.

Goods carrying trucks are allowed to travel after RTPCR tests or on

1) Lockdown across state till June 21, 2021.

2) The new regulation now permits vehicles to run on an odd-even basis for intra-district travel. The rules will apply for taxis, private and government vehicles along with two- wheelers that will be allowed without pillion riders.

3) Medicine shops/petrol pumps shall be allowed to remain open. Milk vending shops, vegetable shops, rations shops and fair price shops will be permitted to remain open.

4) All State Government offices, private commercial establishments, institutions, gymnasiums, markets, other than those engaged in production of medicines, medical equipment, oxygen, health and hygiene care products and allied sectors shall remain closed.

5) Temi-Tea Estate shall be permitted to operate with 50% of staff duly maintaining COVID-19 protocol.

6) All activities/congregations/religious and social gatherings, movement of people and goods and passenger vehicles, including two- wheelers shall be prohibited/restricted except for the following exceptions

9) Government vehicles shall be allowed to travel without the odd-even rule from 9.00 AM to 5:30 PM for local movement. The rule has also been relaxed for commercial vehicles including trucks ferrying essential

10) Private commercial establishments shall be allowed to operate with 50 per cent staff.

Operation of e-commerce and home delivery of products shall be allowed till 5.00 PM.

11) All gymnasiums, barber shops, spas, salons, and parlours shall be allowed to operate till 5.00 PM with 50 per cent capacity.

12) Pharma companies will be allowed to operate with 100 per cent staff while other factories and production units are allowed with 50 per cent staff strength.

13) Night curfew will be in place from 9.00 PM to 6.00 AM as usual.
