SHORT TENDER NOTICE TO VENDORS
Sub : TSTS - Quotations Called for printing of Telangana State Budget Publications and CD Duplication for the year 2018-19– Reg.
TSTS invited sealed quotations for Printing of Telangana State Budget Publications and CD Duplication for the year 2018-19 as per the details given in the Annexure.
Last Date and Time for Receipts of Bids : 23-01-2018 at 15.00 Hours Date and Time for Opening of Bids (Technical) : 23-01-2018 at 15.30 Hours
Bids received after the due date and time for any reason whatsoever shall not be considered for opening.
1. The sealed quotations should be super scribed “Tender Document for Printing of TS Budget Publications and CD Duplication for the year 2018-19– Ref No. TSTS/TSU/BUDGET/2018-19.
2. Any Deviations in format may make the tender liable for rejection.
3. Bid should be valid at least for a period of 90 days from the date of opening the bids.
4. EMD should be valid for minimum period of 90 days
5. The unit price and total price should be mentioned separately Inclusive of GST.
6. All the Technical details or certificates if any should be enclosed with the bid document. No further opportunity will be given to bidder for providing technical and other deviations.
7. Printer should print the TS Budget Publications as per Government Security procedures.
8. Printer should have the Computer to Plate (CTP) facility, and Printer should have minimum one single and one Multi color printing facility.
9. Printer should maintain utmost confidentiality in printing the Budget Publications and deliver the printed material within the time period specified.
10. The pen drives, CDs, Cell phones and other electronic gadgets are to be restricted by the printer for the staff working in the press while printing the TS Budget publications.
11. No outsider or unconnected person should be allowed into the printing press while printing of the TS Budget publications.
12. While printing the TS Budget Publications, the printer should not print any other material in the press.
13. Managing Director, TSTS reserves the right of accept or reject any or all the quotations without assigning any reasons thereof and to add, modify and delete any of the terms and conditions without any notice.
14. A committee of official consisting of representatives of TSTS and Finance Department will visit the premises of all the bidders who have quoted the bids so as to ensure that the facilities are conducive for printing the Budget documents with secrecy and security required. Only such of the bids which conform to the requirement of security printing will be considered. The decision of the Committee will be final in this regard. Only such bids which qualify in technical selection will be allowed for next stage ie., Commercial bids. Bidder can quote for either for Schedule I or Schedule II or Both Schedules ie., Schedule I & II.. Bids will be evaluated schedule wise. ie, Each Schedule will be evaluated separately.
15. Managing Director, TSTS reserves the right to modify the technical specifications including quantity at any time during the process of finalization of tender process.
16. Any deviation in any form while printing the Budget Publications will attract the penal action / Black listing of the printers and forfeiture of EMD as per TSTS Government norms.
17. Delivery: Printer must deliver the printed volumes within hours to the Finance department, as it is time bound printing work without fail.
18. Printer premises should be in Hyderabad.
19. Work Order for printing of Telangana State Budget Publications may be distributed to more than one Printer to meet the dead line, if required. Printing work will be distributed by the Finance Department.
20. Payment Terms : 100% Payment after satisfactory completion of work upon submission of Invoice along with delivery challans duly acknowledged by the Finance department officials
21. For any delays in delivery beyond accepted period of delivery, the vendor will be liable for penalties as per TSTS standard procedures.
22. Submission of bid documents:
Bids must be submitted in two covers (Technical & Commercial) separately for each schedule.
Technical bid should contain EMD, Technical bid, Brief write –up of the facilities available, Manpower, Sample Paper/CD, Security arrangement, financial status and others, if any, duly signed and stamped on each document. EMD should be in favor of Managing Director, TSTS.
Commercial bids must contain all inclusive unit price for the each item separately.

i) Successful bidder should provide at least two DVD duplicators, each copying atleast 7 DVD.
ii) Secrecy and Security must be arranged.
iii) Delivery of Final DVDs must be within Hours upon receipt of Soft copy of the copy.
iv)We agree to take up the job as per the security norms of the Government of Telangana and also arrange two nos. DVD duplicators copying atleast 7 Nos DVD or more at a time along with above items (a-d) as required, before 11:00 AM on the date stipulated.
