INTRODUCTION

1. Government of India, with an objective to provide to the citizens of India access to information under the control of Public Authority and in order to promote transparency and accountability in the working of every public authority promulgated ‘Right to Information Act, 2005 on 15th June 2005.

2. The Treasuries and Accounts Department plays a prominent role in the Treasury Administration. This Department is the main linkage between the Finance Department and the District Treasuries in the State including various Accounts Branches in the twin cities.

3. At present the Treasury Management of late has become much more demanding task, because expenditure commitments of Government are growing much faster than its revenue receipts, resulting in increased pressure on Government Finances, to the unprecedented levels. Treasury Officials at all levels are the vital links in the Government’s delivery systems, and their efficiency and competence would enhance the Government’s overall performance. While moving firmly in this direction, the department has sharpened and refined its functioning by improving its systems and procedures. Some of the major new initiatives are:

 introduction of Treasury Audit System

 payment of Pensions through banks

 maintenance of General Provident Fund Accounts of Class IV Employees

 improved paper token system, etc

4. On account of increase of work due to implementation of several plan schemes, Centrally sponsored schemes etc, by various departments, executive instructions are being issued by the Government from time to time for implementing such schemes without amending the Rules. Therefore, a stage has been reached, where the work being turned out or to be attended to by the department is not strictly in accordance with the codal provisions but based on the executive instructions, being issued by the Government from time to time.

Besides this, the lead and encouragement given by the Government, the department has deepened and widened the computerization effort to the Sub Treasury level, which also necessitated changing certain existing procedures.

5.. Definitions of key terms is as provided hereunder.

1. Accountant General: Representative and Subordinate to C&AG of India who keeps the accounts of the State and exercises audit function.

2. Financial Year: 1st April to 31st March of the succeeding year.

3. Government: Government of Telangana; State: State of Telangana (4) Govt.Account: Total of Consolidated Fund, Contingency Fund and Public Account of the State.

(5) Government Servant : Any person serving in connection with the affairs of the State.

(6) Salary: The amount drawn monthly by a Government servant for the service rendered to Government.

(7) Traveling Allowance : Allowance Granted to a Government Servant to the expenses which he/she incurs in traveling in the interest of public.

 Conducting of transactions at Banking and Non Banking Sub Treasuries

 Daily Closing of cash accounts

 Preparation of daily classified lists and daily sheets

 Compilation of Sub Treasury and District Treasury accounts adopting (7- tier classification)

 Operating on the Currency Chests

 Receiving valuable articles and departmental cash chests deposited by the departmental officers

 Receipt, storage and issue of all kinds of stamps, cheque books and pass books

 Public Dept Transactions

 Preparation of Budget Estimates

 Control over expenditure

 Inspection of Subordinate Offices

 Duties and responsibilities of Drawing and Disbursing Officers

 Financial and administrative returns and periodicals to be rendered etc.

1.8 Treasuries and Accounts Department is being headed by the Finance Department. There are 33 District Treasuries, 94 Sub Treasuries, 24 Account Branches & Joint Director Pension Payment Office along with its 9 Pension Payments Offices directly under the control of this Department.
