M arine fishery resources are renewable and limited, therefore management of the harvest of marine fishery resources is necessary for sustained production from the sea. Towards this, it is very much essential to have reliable and updated knowledgebase on status of marine fishery resources, fishing effort expended, number of fishing villages, number of landing centres, fisherfolk population, their educational status, occupational status, infrastructure facilities existing in fishing villages, fishing crafts, fishing gears etc. For generating such information the Central Marine Fisheries Research Institute (CMFRI), Cochin has been periodically conducting frame surveys. The first marine fisheries census was conducted by CMFRI in 1980 with the support of Ministry of Agriculture. Second marine fisheries census on all India basis was conducted during 2005. Dynamic changes have taken place in the fishery and there were many management interventions introduced by the state and central governments from time to time. Changes have also taken place in the crafts and gear, fisherfolk population structure, availability of resources and their spread, infrastructure facilities, educational status etc.

In view of the dynamic nature of the marine fisheries sector, the policies and interventions need to be reviewed periodically. Reliable updated real time data on different aspects of marine fisheries is very much essential for developing suitable policies and interventions. The Department of Animal Husbandry, Dairying and Fisheries (DAHDF), Ministry of Agriculture, Government of India during the 11th five year plan has taken up a central sector scheme on “Strengthening of database and Geographical Information System for fisheries sector”

with Census on Marine Fisheries as one of the components which

was assigned to CMFRI for the second time, considering the expertise

the field level supervisors and enumerators regarding the filling up of different schedules.

Instructions were also prepared and distributed to field level supervisors and enumerators on each item of entry in the schedules. The census was carried out through 2,074 enumerators in 3,288 marine fishing villages and information from 8,64,550 households were collected. The entire operation was carried out under the supervision at different levels by the scientists and technical staff of CMFRI. The schedules used for enumeration were bilingual, both in English and local language.

The final report is in two parts, Part I with information at national level and the Part II is for each maritime state. The scope, time frame, parameters, definitions, type of schedules etc.

are also described in Part I. This document is a consolidated report for the state of Kerala, covering 222 villages along the nine coastal districts, which provides districtwise information on marine fishing villages, fish landing centres, population structure, educational status, socio-economic profile, occupation together with the ownership pattern of crafts and gears among fisherfolk. It is also intended to provide a summary of the crafts in the fishery and the infrastructure facilities available in the marine fishing villages in the state.

It is my pleasure to use this opportunity to thank the DAHDF and the Indian Council of

Agricultural Research (ICAR) for having trust in CMFRI in its ability to take up the arduous

task of carrying out the National Marine Fishery Census 2010. At this juncture I take the

opportunity to thank the DAHDF for accepting the CMFRI national marine fisheries data (after

reconciliation with states) as the official data of Government of India. I thank the state fisheries

department for extending all the supports for the successful conduct of census. The sincere

and hard work carried out by Fishery Resource Assessment Division staff of CMFRI need

special mention and I thank each one of them. Special thanks are due for all the scientific,

technical and administrative staff who were involved in one way or other in the conduct of

census. Finally, appreciations also go to Dr. K. R. Manmadhan Nair, former Scientist-in-Charge,

Calicut Research Centre and Dr. Rani Mary George, Scientist-in-Charge, Vizhinjam Research

Centre of CMFRI for the support and help rendered in completing this program successfully. I

am sure this report will be of enormous use to all associated with the development of marine

fisheries.

Marine Fisheries Census Report. The significant features are summarized below.

Fishing villages and landing centres

• There are 222 marine fishing villages wherein fishermen reside. The maximum number was in Thiruvananthapuram district (42) and minimum was in Kannur district (11). The number of fishing villages in the remaining districts varied between 16 and 35.

• The total number of marine fish landing centres was 187, of which 51 belonged to Thiruvananthapuram district. The minimum number of landing centres was in Malappuram district (11).

Population

• There were 1,18,937 fishermen families in the state with a population of 6,10,165. The maximum number of families was in Thiruvananthapuram (33,340) followed by Alappuzha (20,278).

• Of the total fisherfolk population, Thiruvananthapuram accounted for 24% followed by Malappuram (16%), Alappuzha (15%) and Kozhikode (13%).

• Among 1,18,937 fishermen families, 98% belonged to traditional fishermen.

• The average number of families in a village was 536, with 2,748 persons per village. The average family size was 5.1 wih a maximum 6.6 in Kasaragod and Malappuram districts.

• Adult males constituted 36%, adult females 35% and children 29% of the

marine fisherfolk population in Kerala.

Education

• In Kerala, 73% of fisherfolk (excluding children below 5 years) were educated with different levels of education.

• About 33% of the fisherfolk had primary level of education, 34% had secondary level, 6% had above secondary level and the rest 27% of the population was unschooled.

• Nearly 91% of the marine fisherfolk in Ernakulam and Alappuzha districts had at least primary level of education. Other prominent districts were Kannur (88%), Kozhikode (83%) and Thrissur (81%).

• The proportion of unschooled fisherfolk was highest in Malappuram district.

Occupation

• There were 1,45,396 active fishermen of whom 1,30,922 were fulltime fishermen, 10,582 part-time and the rest engaged in fish seed collection.

• About 46% of fisherfolk excluding children, were occupied with active fishing (33%) and fishing allied activities (13%).

• There were 54,407 fisherfolk engaged in fishing allied activities, such as marketing (38%), labourers (27%), peeling (18%), curing/processing (10%) and making/repairing net (6%).

• Women outweighed men in fishing allied activities accounting about

67%. Among the major fishing allied activities, women dominated in

peeling (96%), curing/processing (84%) and marketing (79%).

• Thiruvananthapuram (34%), Kollam (26%) and Alappuzha (14%) districts accounted 74% of those involved in making/repairing net.

• About 59% of the fisherfolk engaged in curing/processing belonged to Thiruvananthapuram and Kollam districts.

Religion

• Christians constituted 43% of the fishermen families followed by Hindus (29%) and Muslims (28%).

• In most of the northern districts, fishermen families were dominated by Hindus except in Malappuram where Muslims formed the majority.

• Only 2% of the fishermen families belonged to SC/ST.

Membership in co-operatives

• 42% of the adult fisherfolk were having membership in co-operative societies of which 68% were in fisheries co-operative societies. This proportion was highest in Ernakulam district (44%).

Craft in the fishery

• There were 21,781 crafts in the fishery of which 4,722 were mechanized, 11,175 motorized and non-motorized formed the rest.

• Trawlers (78%), ringseiners (10%) and gillnetters (10%) were the main crafts in the mechanized sector.

• Ernakulam (1,588), Kollam (1,065) and Kozhikode (993) districts accounted for bulk of the mechanized crafts in Kerala.

• No mechanized crafts were observed in the fishery of

Thiruvananthapuram district.

• Majority of the motorized crafts were operated in Thiruvananthapuram, Kozhikode, Malappuram, Alappuzha and Kasaragod districts, while non- motorised crafts were more in Thiruvananthapuram and Alappuzha districts.

Craft/Gear owned by the fisherfolk

• There were 13,985 crafts owned by fisherfolk, of which 780 were mechanized, 6,671 motorized and 6,534 non-motorized.

• Trawlers accounted for 47% of the mechanized crafts owned by fisherfolk, followed by ringseiners (23%) and gillnetters (12%).

• Though no mechanized crafts were in operation in Thiruvananthapuram district, fishermen owned mechanized crafts like trawlers, gillnetters and dolnetters which were operated in other districts or states.

• Important gears owned by fisherfolk were trawlnets, gillnets, driftnets, seines and castnets. Sharing pattern was more visible in seines, trawlnets and gillnets.

Infrastructure

• In Kerala, 85% of the fishermen houses were pucca houses.

• There were 469 primary schools, 182 secondary schools, 58 technical institutions and 38 colleges in the fishing villages of Kerala.

• All the fishing villages were electrified, 93% had bus stop/bus stand and 86% of the fishing villages had cell phone coverage.

• There were 351 ice factories, 270 curing yards, 192 peeling sheds, 119

boat yards, 40 freezing plants and 28 cold storages in Kerala.
