Message From The Minister’s Desk

I am delighted and privileged to release the annual report of the Information Technology, Electronics and Communications [ITE & C] Department for the fourth year in a row. I feel proud that this practice of putting out our activities and accomplishments in the public domain brings new standards of transparency and accountability both for me as the Minister, and also amongst all my officers.

The IT sector in Telangana has continued to show a very impressive growth in this year also. Like the previous three years, we continue to show growth figures much above the National average. There is a significant addition in the export figures, employment figures, and the number of new companies starting their operations in the State this year. I am confident that we will achieve our ambitious target set four years ago of doubling our exports and reaching a million head count in the coming few years.

All the institutions that we have created T-Hub, TASK, T-SAT, T-Fiber, State Innovation Cell and existing institutions like ESD and TSTS have continued to exceed their expectations and come out with pioneering work. T-Hub has been identified amongst the top three incubators in the country, and the start ups operating there have brought out many path-breaking solutions. The attempt to expand entrepreneurial activities to rest of the state has been initiated very successfully by the State Innovation Cell.

I am happy that TASK has grown from strength to strength, and is now playing a major role in providing students with the right skill-sets to the industry. T-SAT has also done a very admirable job in designing coaching programmes for different kinds of competitive tests, and has made them easily accessible to youth even in rural and remote areas. Works under T-Fiber have gathered pace, and the power that connectivity can bring has been amply demonstrated in three villages in Maheshwaram Mandal.

The adoption of technology-enabled solutions in Government departments with the facilitation and support of our IT department has been further deepened this year. Most of the Government departments are now using technology and automation not only to improve their internal processes but also to reach out more efficiently to their stakeholders. I am happy that many such departmental interventions have received prestigious awards during the year. We have launched a comprehensive m-Governance solution ‘T-App Folio’ recently. I am also proud of the fact that Telangana is the first state to launch an official digital wallet named T-Wallet. I am very appreciative of the fact that many of these solutions are utilizing emerging technologies like IoT, Block-chain, Drones, AI & ML, etc.

This year was also special in that we got two wonderful opportunities to showcase our tech prowess to the whole world during the Global Entrepreneurship Summit [GES] and World Congress on IT [WCIT]. Both these events were organized very professionally and impressed the who’s who from the IT and the startup world on what Telangana and India has to offer.

As we enter the fifth year of our Government, I am optimistic that we will be able to continue our progress unabated, and register significant growth. The country looks up to Telangana as a strong technology hub with progressive policies, and we will continue to live up to the high standards that we have set in.

Department Overview

Information Technology, Electronics & Communications Department plays a significant role in Telangana’s overall growth. The

department is responsible for:

• Policy formulation for IT, ESDM sector

• Conceptualising and initiating various e-Governance projects

• Promoting investments in IT, ITES, ESDM and other emerging technologies through proactive measures

• Creating congenial environment for IT, ESDM companies to setup/

expand their operations in the State

• Promoting the use of ICT for more inclusive growth

By 2020, Telangana State targets to achieve more than INR 120,000 Cr worth of IT exports by growing at a CAGR of 16% and create more than 4 lakhs of direct employment and 20 lakhs of indirect employment.

Remarkable Growth Story

• The ITE&C Department has set a target of doubling IT/ ITeS exports in five years and is moving decisively towards achieving it.

• IT/ ITeS exports of the youngest Indian state registered an impressive growth rate (YoY) of 9.32% during 2017-18 which is higher than the national average (7-9 %)

• Direct employment generated by Telangana IT sector reached 4,75,308 with 43,417 new professionals in the last year added to the list. It also provides indirect employment to about 7.5 lakh people

Launch Of Sectoral Policies

Following the remarkable success of the ICT Policy Launch in 2016, the ITE&C Department has brought out allied policies on Data Centres, Open Data, Cyber Security, and Data Analytics, taking the count to a total of eight policies.

Completing the entire stack of allied policies, two other sectoral policies on Internet of Things (IoT), and e-Waste Management were released on 10th October 2017 by the Hon’ble IT Minister Sri KT Rama Rao who proudly remarked, “Telangana is the only State with such a comprehensive set of policies, which reflects the State’s clarity of vision and direction.”

• Attract investments worth 10,000 Cr and

generate direct employment to 50,000 people in the next 5 years

Create an aware society which plays an active role in managing e-Waste by segregating and channelizing end-of-life products to the right avenues

Assist the transition of highly unsafe unorganized sector into an organized sector through various initiatives

Create a vibrant e-Waste refurbishing and recycling ecosystem in the State

Telangana Fiber Grid [T-Fiber] project aims to provide state-of-the-art digital infrastructure for providing affordable and high speed broadband connectivity and digital services to every household in Telangana.

• A total of 215 Km of additional aerial optic fiber cable has been installed TDN is implemented in:

• four villages of Maheshwaram Mandal in Rangareddy District

• Hyderabad (SHQ) locations - Raj Bhavan, CM’s Camp Office, Secretariat, State Data Centre, and Hyderabad International Convention centre (HICC)

Currently, the network is capable of delivering 1Gbps to homes and offices

E - GOVERNANCE

Telangana has a legacy of being a frontrunner in e-Governance integration of information technology (IT) for administration and delivering services to citizens.

Keeping pace with the fast progressing technology, the State Government has made available several citizen services on mobile platform as well.

• A key m-Governance initiative of Telangana government, launched in Feb 2018

• A comprehensive Mobile Service Delivery Gateway (MSDG) that caters to feature phone users via SMS, IVRS, USSD

• Available to all government departments to deliver G2C and G2B services and, to broadcast information to the citizens

• More than 1.5 Lakh downloads in the initial 2 months since its launch

• ESD has onboarded 160+ G2C, B2C and information services on IT App Folio (till the end of April 2018)

T-WALLET

• The official digital wallet of Telangana State, the first digital wallet by any state Government in India

• Launched on 1st June 2017, and has already been integrated with more than 10 departments

• Aims to develop a complete ecosystem of cashless transactions in the state.

• Has a user base of approximately 3.4 lakhs (as on April 30th 2018)

• Financial transaction worth Rs 189.70 Cr has been carried out.(as on April 30th 2018)

MAJOR E GOVERNANCE INITIATIVES

Property 360 Solution for Greater Hyderabad Municipal Corporation (GHMC)

Property 360 solution, an integrated and customizable approach for Entity (Property) Resolution was developed to widen and deepen tax base relating for Property Tax and Trade License Fee for GHMC.

GHMC Property Tax

• Property Mis-Classification Analysis - Identified 45,551 properties which are as- sessed as Domestic under GHMC but are registered for commercial connections with Electricity and HMWSSB departments

• Likely properties not paying property tax analysis - Identified 12,10,611 properties with electricity/ water connections that have not been paying property tax to GHMC for the last three years (Financial Years 2015-2018)

GHMC Trade License Fee

• Master Trade License vs. Trade License Analysis – Identified 32,061 entities with Master Trade License with GHMC, that have not paid Trade License fee to GHMC for the Financial Years 2017-18

• Trade License Analysis – Identified entities which paid Trade license in 2016-17 but did not pay in 2017-18 (6,073) and entities which paid Trade license in 2017-18 but did not pay in 2016-17 (3,899)

• GST vs. Trade License Analysis – Identified 1,21,514 entities registered under GST, which have not paid Trade license fee to GHMC for the Financial Years 2017–18

ePROCUREMENT

• Core e-Governance initiative; transparent, saves time and cost

• Launched new version of eProcurement (eTenders and eAuction) in Oct’17

• Used by all Government Departments, Public Sector Undertakings, Urban Local Bodies and Universities

e-Office:

• The ITE&C Department in collaboration with the NIC, New Delhi & NIC, Hyderabad has started the implementation of eOffice project in Telangana

• The Department is assisting all the Government Departments / Districts in successful implementation of the project

• Award: Mahabubnagar District, TSSP and CDMA Department have got the GeM of Digital Telangana award for implementation of eOffice project.

Goverment E-Market Place (GEM)

A Government e-Marketplace where common user goods and services have to be procured by various government organizations/PSUs.

• Telangana state stands 1st in south India and 2nd in India in implementation of GeM project

Digital Locker

Indian citizens who sign up for a Digilocker (a platform for issuance and verification of documents & certificates) account get a 1 GB dedicated cloud storage space that is linked to their Aadhaar (UIDAI) number.

• As on 21.05.2018, Meeseva Telangana has pushed 83,66,123 Certificates into citizen Digital Locker accounts and Dr. B.R. Ambedkar Open University has pushed 758 Certificates into Students Digital Locker accounts

2ND Vehicle Registration for Transport Department (RTA)

• Using big data and context based dynamic rule matching, the entire search algorithm at RTA was overhauled

• Resulted in additional revenue of Rs 15 Cr annually, 40% decrease in time taken to verify vehicle ownership, and 40% increase in detection of 2nd vehicle owners

Campaign on Awareness Creation on Digital Payment Solutions

• Department of ITE&C launched a state-wide campaign, 100K Digithon, with the objective of providing digital financial literacy to 1,00,000 citizens, (primarily those residing in rural areas of Telangana) in a span of 10 days . The campaign was launched across 31 districts and concluded with imparting basic skills to 1.83 Lakhs citizens surpassing the original target by 83 thousand citizens

DIGITAL LITERACY INITIATIVES IN TELANGANA -

Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA)

The Digital Telangana program aims at making every person digitally empowered so that he/she can make best use of the digital facilities that are being made available right at his/her doorstep. In the year 2017 -18

• 2115 Training Centres have been set up at Gram Panchayat level and 2110 Gram Panchayats are covered

• 2,25,698 candidates are registered and 2,18,540 Candidates have been trained in rural villages

• 1,23,873 candidates have been certified after taking online proctor based exam by different exam agencies

TS-CLASS

• Telangana State Computer Literacy and Skill in Schools (TS-CLASS) programme zeroed –in on ten technological solutions from four broad verticals of the programme viz. Infrastructure, Content, Training and Connectivity.

• Pilots were run in five government schools in Hyderabad for a period of 2 to 3 months.

• With assistance from ISB, feedback was collected from teachers, students and technology providers.

Google Future Classrooms Project in Schools:

• To take digitization beyond classrooms to the laboratories a new solution has been piloted - Google Future Classrooms pilot program run by IL&FS – Education in GHS Vijayanagar.

• This solution includes setting up one large screen device and 30 Google Chromebooks that can be used by the students to watch digital content, research on prescribed topics etc.

• ITE&C Department has supported the HMWS&SB Department in Design,

Development and Implementation of Jalam Jeevam Website / Mobile Application to help Hyderabad Metro Water Supply & Sewerage Board to run Jalam Jeevam Campaign successfully

• The website provides end to end information on RWH while the mobile app helps in performing some functions like Citizen requisition to construct RWH Pit, Citizen seeking Technical and Financial Assistance, Geo tagging of RWH pit etc

eGovernance Initiatives supporting Various Government Departments:

Karimnagar Municipal Corporation: Set up IoT system at Karimnagar Smart City:

• With the Support of NeGD, Telangana State IT department has initiated IoT based decision making system for Smart cities

• Karimnagar identified for implementation of the pilot project of Solution for IoT based Weather monitoring system

• The environment parameters are displayed prominently at public places through appropriate Digital Display Boards and through mobile app to department officials and to the people.

Endowments Department: Ganesh Temple e-Services

• The Endowments Department with the help of ITE&C Dept. has initiated the kiosk model e-Ticketing System and Online Ticketing system along with the web application

• On a pilot basis it has been successfully implemented in Ganesh Temple, Secunderabad for 3 months now and has collected Rs. 84,83,161/- through the application so far

Land Management System of Endowments Lands

• This project aims to digitize the complete Land records that are under

properties of Endowment Department. As of now Ranga Reddy District temple land properties has been digitized and remaining are in progress

Directorate of Employment & Training Department

• ITE&C department has supported the department of Employment and Training in upgrading its existing application ‘Arundhati’ in a phased manner

• In the first phase, that was launched on 1st Jan 2018, the web application for anytime anywhere online registration of unemployed youth and issuing and renewal of the employment card has been taken up

Tourism Department

• The ITE&C department is working with the Tourism Department on AR and VR (3D Scanning) of Telangana state Monuments and Artifacts

• On a pilot basis the 3D scanning of the Warangal Fort has been completed

• KCR-Kit, is an initiative launched to support pregnant women from especially the lower segment of the society, by providing financial support for a healthy pregnancy. KCRKIT Software is being developed for the better implementation of the Programme and transfer of compensation amount to the pregnant women is done through Direct Benefit Transfer (DBT)

• CSI Nihilent Best State e-Governance Awards (CNeGA) 2017, on 20th January,2018 for Health and Well Being on IT Initiatives

Gems of Digital Telangana Award 2018 was conferred upon ‘e-Health’ for excel- lence in e-Governance on Jan 31st 2018

Telangana Smart City Hackathon 2018

• ITE&C conducted Telangana Smart City Hackathon 2018 in association with TASK and Startup Hackmania across 7 districts of Telangana, wherein students from 30 engineering colleges participated

Highlights

• Two rounds of online and offline coding challenge at 31 Engineering colleges in 7 districts

• 16639 students participated in the first round. Approx. 8000 were shortlisted for second round. Whereas 361 reached the finale of the Hackathon

• 361 finalists developed 61 prototypes of 14 Govt. problem statements from various departments of Telangana

• Artificial Intelligence (AI) based Mobile App for Horticulture was the Winner

eGovernance Initiatives supporting Various Government Departments Mobile Application for PPB Distribution

• The Land Records Updation Programme (LRUP) was taken up in the entire State except Hyderabad during the period 15th Sept, 2017 to 31st Dec, 2017

• A comprehensive and user-friendly android based Mobile application is developed by ITE&C Department so as to record the Pattadar Passbook (PPB) Distribution status

Empowering Women Entrepreneurs

Paving the way forward for women entrepreneurs and innovators, Telangana has launched India’s first exclusive women-only incubator, WE-HUB on 8th March, the International Women’s Day.

• First-of-its-kind and only State-run platform for Women Entrepreneurs

• Primary goal is to ensure that women entrepreneurs get moral, financial, governmental and policy support needed to startup and scale up

WE HUB’S vision is to promote women entrepreneurship by way of

Events:

• Organized an interactive session for young women entrepreneurs in partnership with MEA (Ministry of External Affairs) & IACC (Indo American Chamber of Commerce)

• Supported the Walmart India’s Women Entrepreneurship Development Program (WEDP) 2.0 Graduation

• Scrutinized applications received for the first batch of the Incubator and finalized the list. First batch is expected to commence in June 2018

Electronic Service Delivery (ESD) of State of Telangana is the nodal agency for provision of government services through MeeSeva and eSeva platforms.

ESD facilitates delivery of G2C, G2B and B2C services to every corner of the state using ICT in an accountable, transparent and innovative manner.

New Initiatives

• MeeSeva 2.0 will overhaul key process and technological aspects of MeeSeva for improved service delivery and citizen convenience

• The implementation of MeeSeva 2.0 started in June 2017 with initiation of transition from 4 different service providers for MeeSeva, eSeva, SSDG, and eDistrict to a single Service Provider for MeeSeva 2.0

Interactive MeeSeva Dashboard:

• ESD launched a comprehensive dashboard in October 2017 to effectively and efficiently track and monitor all MeeSeva and eSeva transactions and their SLA status

• Revamp of Complaint Redressal Mechanism: ESD has successfully adopted WhatsApp to enable various MeeSeva centres to quickly raise the issues.

I have attended a couple of interviews conducted by TASK and finally got placed in a company called “Rean Cloud”. Telangana is taking positive strides in multiple domains. It became the first state to sign-up for Samsung Digital Academy. Under this initiative, TIZEN,

Boost to Electronic Ecosystem

Government of Telangana has understood the Electronics ecosystem which enabled the state gain much ground in its engagements with multiple strategic partners.

IT Minister KT Rama Rao laid foundation for a greenfield optic fiber manufacturing unit - Himachal Futuristic Communications Limited (HFCL) in Fab City near Shamshabad.

This development is expected to give a major boost to telecom and communications segment in Telangana, The project details include:

• Estimated project cost - INR 260 crore

• An initial capacity of approximately six and a half million fiber kilometer per annum

• Aimed at reducing the input cost and overcoming the domestic shortage of fiber which is 35 Million Fiber Kms

• A step closer to bridge the gap between demand and supply in the Indian optical fibre market space and boost the related ecosystem

Giving Further Impetus to

the State’s Efforts on Innovation,

The Dept of ITE&C has launched ‘Telangana State Innovation Cell’, a single window for administering all incentives announced in the State’s Innovation policy for Start-Ups and Incubators.

• Launched Telangana’s first fellowship program to nurture innovation mindset in the state.

• 6 fellows were selected from about 600 applicants who will work on various aspects of promoting innovation in the State.

Warangal- emerging IT Hub: Government has taken some key initiatives for the city of Warangal with an aim to make it another IT destination in Telangana.

• Tech Mahindra will be opening a centre in Warangal. The decision comes after a meeting between IT Minister KT Rama Rao and Anand Mahindra, Chairman of Mahindra Group on the sidelines of the World Economic Forum in Davos Other Tier- II cities:

• Government sanctioned 25 crore to establish Information Technology (IT) Tower with a 25,000 sq.ft. built up space in Karimnagar. Foundation stone was laid

• IT hub in Khammam is being setup

• IT hub in Nizamabad district at a cost of Rs 25 crore, and a similar initiative has been planned for Mahbubnagar too

• TASK regional centres were established at Warangal and Khammam

Spreading IT to Tier II Cities

As a part of Telangana government’s vision to spread IT revolution across the State, the tier II cities gained prominence.

• The objective of TS Open Data Policy is to provide a framework for proactive disclosure of Government data by the various public authorities within the State

• The State Open Data Portal www.data.telangana.gov.in has more than 100 data sets including some very high value data sets

• Rainfall data set has been made available with data from 2014 to 2017

• Data of more than 14000 Factories has also been uploaded

• Shape files of new Districts & Mandals is also made available

• The Open Data initiative ran the ‘Smart Streets Lab’ initiative in association with World Resources Institute (WRI) and Indian School of Business (ISB)

• The lab identified two startups working in the area of road safety

& gender safety

• Extensive pilots were conducted to measure road quality in GHMC (West Zone) and to take corrective action

• The solution will now be extended to the entire GHMC limits to scientifically measure road quality, thus addressing citizen

concerns and resulting in savings for GHMC
