If I were to phrase my observations on the overall performance of the board during last year, I would say that change is the only 'constant' in the board.

CBSE is credited for being the most innovative, progressive and contemporary board while remaining in sync with the national goals and inspirations.

The use of ICT was further leveraged to provide facilities to the stakeholders worldwide. 17300 schools affiliated to the board including 1169 schools added just last year,have been brought under the ambit of the digital programme of CBSE. The numerous ICT initiatives taken by CBSE augmented the accuracy in data input as well as the intermediate and final results.

Exams related ICT innovations alone have resulted in saving of crores of rupees, paper and precious time. This also confirms CBSE’s commitment towards environment protection by green initiatives. I would like to place on record the efforts made by IT and Project department of CBSE in bringing paradigm shift in examination management system and other state-of-the-art- ICT initiatives taken.

The Pre and Post Examination Management System for classes X and XII, JEE, AIPMT, CTET, NET were as such completely online, authentication of CBSE CTET and Board examination Certificate was also introduced this year using Global Document Type Identifier (GDTI) which is encoded in a GS1 QR Code. In its effort to bring technology closer to students and teachers and ensure digital access and equity to all. e-CBSE was launched during this period.

Books of various classes and subjects including Academic, Vocational and Support material were provided through a portal and mobile app.

It is hoped that the students and teachers will make utmost use of the services offered by the CBSE. Admit cards, attendance sheets and other school and centre material were made available online through e-CBSE portal.

Efforts were made for increased public responsiveness by upgrading services and making the entire applications process under RTI and redressal of Public grievances online for quick disposal and increased transparency. All Regional Offices and units were integrated with the online system.

Another digital initiative of the year was

‘SARANSH’, an online facility for comprehensive self review for schools. CBSE, under the guidance of the Hon’ble HRM, envisioned to provide data driven support system which allows schools to diagnose and improve Students, Teachers, Subjects and Schools performance. It provides schools a complete snapshot and comprehensive analysis to take actionable decisions. The programme also helps schools to compare their performance vis-à-vis other CBSE schools at, All India, Regional and State levels and within their school category (Government, Independent, JNVs, KVs, and CTSA). It is also intended to help parents to compare their ward’s performance within school, State, Region and National level.

Within a short span of its launch by the Hon’ble HRM on 7th Nov 2015, Saransh won three prestigious awards: e-India 2015 Award for Best Government Initiative in Education, Skoch Order of Merit for Smart Technology which was selected from more than 2500 projects and the Skoch Award which is the highest independent honour, selected and voted from 1120 projects. The details of all such initiatives are mentioned in the following pages of this report.

CBSE examinations have established credibility and despite this, the board had to face rough weather soon after the conduct of AIPMT because of certain unscrupulous elements trying to destabilize the system. Amidst allegations of paper leak, the re- exam was conducted successfully with stricter vigil,bans and with added confidence. The other public exams namely, JEE-MAIN in both offline and online modes, CTET and NET were also conducted smoothly.

CBSE is a socially committed organisation. Two of our globally recognised flagship community outreach programmes: psychological counselling and aptitude testing have been popular because of the accrual of direct benefits to the students. CBSE Counselling programme from last 18 years continues to provide psychological support to Adolescents during exams and after results via multiple modes, while CBSE aptitude test brought in a viable way of recognising aptitudes before making academic selections in class XI.

The decision of the government to set up a Task Force to develop a prototype aptitude test at national level for class X augurs well.

This historic work is being coordinated by CBSE which has been designated as the nodal agency and includes the Project Head of CBSE SGAI as one of the members of the Task force.

A prototype test constructed by the experts is currently under pilot testing.

With 549 new schools approved to offer vocational courses, the total enrolment in vocational courses also showed improvement from 1,54,742 to 2,05,023. The new vocational courses in Financial Market Management, for classes IX and X were prepared and awareness programmes were held in collaboration with National Stock Exchange and Bombay stock exchange during this period. Financial Literacy workbooks for classes VI to X were also prepared.

Physical education and Sports has always been a priority area for the board .The competitions were held across the country in 24 disciplines at 175 venues at the Cluster, Zonal and National levels. Close to 1.5 Lakh students participated in these events.

CBSE Reward Scheme for Meritorious Students of Class XII from Govt. Schools is an initiative to promote access and equity amongst deserving students. 337 students were selected for this scholarship. Applications were invited from meritorious students of economically weaker families whose family income is below 6 lakhs, for disbursing scholarships under the Central Sector Scheme sponsored by MHRD.

Single Girl Child Merit Scholarship Schemes were awarded to 1573 new girl students for pursuing XI and XII in CBSE affiliated schools, while 1767 scholarships were renewed.The board also gave Scholarships to 23 toppers in SC/ST category in Class X and to 25 toppers of Class XII.

Similarly, project Udaan, has been launched to provide guidance and training to deserving girl students from economically and disadvantaged backgrounds, to prepare for the professional engineering entrance examinations while studying in Classes XI and XII. 429 girl students of Class XII and 1013 from class XI from various schools from 35 education boards in the country were selected for this project in 2015-16. They are being trained at 62 contact centres through virtual class rooms. I hope they will succeed in their mission and figure in the list of successful candidates when results of JEE are announced later this year.

It has been a constant endeavour of the board to provide appropriate forums to students to hone their latent skills and also engage them in socially meaningful activities. This initiative was unique for the reason that it brought under its ambit not only CBSE schools but also those of State Boards of the country.

School Swachhata Campaign, Celebration of The Constitution Day, Cryptic Crossword Puzzles, GANIT Week (Growing Aptitude in Numeric Innovation and Training) energy conservation, environmental protection were some among others. The effort is to promote creativity and innovative spirit among school children of all age groups specifically between 6-18 years. Almost 1,87,851 students showcased their skills under the expression series organised in 2015.

In order to execute its functions effectively Regional Offices have been set up by the board in different parts of the country to be more responsive to the affiliated schools. At present the board has ten regional offices in Allahabad, Ajmer, Chennai, Guwahati, Panchkula, Patna, Bhubaneswar, Thiruvananthapuram, Dehradun and Delhi. Schools located outside India are looked after by Regional Office Delhi. The Headquarter constantly monitors the activities of the Regional Offices. Although, sufficient powers have been vested with the Regional Offices, issues involving policy matters are, however, referred to the Head Office. Matters pertaining to day-to-day administration, liaison with schools, pre and post examination arrangements are all dealt with by the respective regional offices.

The Board appointed school principals as Chief Nodal Supervisors for evaluation purpose in cities where the number of schools was large and four or more Head Examiners were involved in a subject. This ensured proper manageability, supervision and timely completion of evaluation work.

Mandatory Evaluation

Teachers selected for evaluation work had to report on the appointed date and time to avoid a mention in their annual records. Non- release of teachers by any school could lead to withholding the result of the defaulting institution. The Board could also consider and initiate disaffiliation proceedings.
