3 1. Introduction

The National Civil Defence College (NCDC), Nagpur is one of its kind involved in imparting training to the various stakeholders who are involved in saving the life and property of citizens during natural and man-made disasters. The Institute organises various courses starting from foundation to management level. The practical and field orientation aspects are the core principles adopted while organising the training programmes.

2. Learning Outcome

The student/learner equips himself/herself about the working of NCDC. The various training programmes, its methodology and major stakeholders will be exposed to the student.

3. Background

The First Disaster Management Training Institution of the country was founded on 29th April 1957 at Nagpur as the Central Emergency Relief Training Institute (CERTI) to support the Emergency Relief Organisation of the Government of India. This Central Institute organized advance and specialised trainings for the leaders/volunteers of Disaster Relief and Response operations to manage the consequences of any natural or manmade disaster.

The college is catalogued in the UN Department of Humanitarian Affairs (UNDHA) centers of Disaster Relief training. The Institute has been identified as a premier training establishment in Chemical Disasters by the Ministry of Environment & Forests. The college has been recognized as a nodal training institute for Nuclear, Biological and Chemical Emergencies training by the Ministry of Home Affairs.

The Institute has been regularly organising Training of Trainers programme from Central Police Forces such as ITBP, CRPF, BSF, CISF, etc in order to prepare their personnel for the organisation of National Disaster Reponse Force. Training for developing skills to deal with terrorist threats that may comprise use of Weapons of Mass Destruction is also being conducted.

4. The Vision

The National Civil Defence College is a nationally recognized Center of Excellence for All Hazard Responder Training for Emergency Responders and Security Services in India.

5. The Mission

To provide a premier hands-on Training Center with realistic training to induce protection and safety of responders, the public and the environment in order to nurture a culture of responsive and preventive management of disasters.

4 6. Objectives of the Institute

The core objectives of the Institute are given below:

 To plan & organize specialized Training of Trainers on the basis of Skill development, enhancing Knowledge and generating Awareness for Management of Response to Disasters.

To develop Hands-on Training programmes on realistic patterns.

To advice Ministry of Home Affairs in technical matters related to Civil Defence Organisation &

Disaster Response.

To assist the Ministry of Home Affairs in compilation of handbooks, manuals and other Civil Defence literature.

The Institute is involved in organising a variety of training prorammes such as Foundational Courses, Training of Trainers, Management of Trainings, etc

7. Foundational Courses

7.1 Civil Defence Instructors Course (CDI) Course Aim

To train officers and personnel to make them into potential local and state level Trainers in Civil Defence.

Objectives

On completion of the training programme, the participants will be able to perform the following:

 Organise Civil Defence training.

 Act as responder during emergencies

 Conduct field civil defence exercises.

Course Content

The course is designed with rich content such as:

Principles of Civil Defence Organisation; Concept of Modern Warfare; Conventional Explosives &

Protection; Air raid warning system; Communication Services in Civil Defence; Search and Rescue Opertions; Principles of Building construction; Damage assessment and survey; Use of Small gears for rescue; Making of Emergency Field machines; Use of Maps for CD operations; Principles of Instruction;

Techniques of First Aid; Control of Disaster operations; Measures for Rehabilitation of affected;

Measures for Disposal of dead; Waste Management and sanitation; Casualty simulation for training, etc.

The course is designed for Civil Defence Instructors (paid/part time), Platoon Commanders of Home Guards, Havaldar's and above from Paramilitary Forces, Havaldar's /JCO's from NCC, Members of voluntary NGO's and Teachers from School /Colleges.

7.2 Communications for Trainers (CT) Course Aim

To train officers and personnel in handling and organizing of Communication systems for Civil Defence and Disaster services.

Objectives

On completion of the training programme, the participants will be able to perform the following.

 Organise training on Communication systems.

 Plan and organize Control / Sub-control centers.

 Operate wireless equipment.

 Prepare Civil Defence messages.

Course Content

The course is designed with the following content such as :

Principles of CD communication planning; Operations of Air raid warning system; Planning &

Organizing of Control/Sub-control Centers; Operations within Control / Sub-control Center; Operating line communication equipment; Principles of Radio communications; Radio operating procedures; Setting up static/ mobile radio station; Understanding PBX operations; HAM radio operators; Communication security; Principles of Report making; Use of Computers in communication; etc.

Participants Level

The programme is designed for Civil Defence/ Home Guard Instructors, Fire Service Officers and members of Public / Private sector undertakings responsible for communication planning during disasters.

7.3 Basic Life Support Course (BLS) Course Aim

To train Trainers and volunteers of State/ Organisations in order to make them effective members of Casualty service organized for the management of Medical Emergencies during Disasters and War.

 Organize Basic Life Support (BLS) teams during disasters

Organisation of Medical and Health Services; Basic Human systems; Control of Bleeding injuries;

Handling wound and burn injuries; Trauma management; Stabilization of fractures; Cardio Pulmonary Resuscitation; Oxygen therapy;Cardiac Medical emergencies; Management of diabetic and epileptic patients; Infectious disease precautions; TRIAGE; Bandaging and transportation of victims

Personnel from Civil Defence, Fire Services, Home Guards, Police, Central Paramilitary forces, Health safety workers from industries in public and private sector, school teachers and volunteer's from NGO's.

7.4 Auxiliary Fire Fighting Course (AFF) Course Aim

To train trainers in the science of Fire Prevention & Safety by developing skills of fire fighting in order to make them effective members of Auxiliary / Industrial Fire Services.

Objectives

On completion of training the participants will be able to perform the following:

 Use different fire fighting appliances.

 Apply fire safety standards.

 Organise fire fighting training.

Course Content

The course is made up of the following content such as:

Principles of Combustion; Concept of Fire Prevention; Incident Management system; Knots and lashings;

Fire Rescue drill; Building construction; Use of hydrants and hoses; Science of hydraulics; Types of Fire Pumps; Fixed fire fighting installations; Use of fire extinguishers; Techniques of fighting different fires;

Care & maintenance of Fire Fighting Equipment; etc.

This course is designed for Civil Defence trainers, Home Guard Platoon Commanders, Paramilitary Organisations (Havaldar & above), Firemen of the State / Municipal Fire Services, Industrial fire safety personnel and personnel of the Armed Forces.

7.5 Unexploded Bombs & Explosive Safety (UB&ES) Course Aim

To train trainers and volunteers in methods of Detection, Protection and Safety Precautions against Unexploded Explosive devices.

Objectives

On completion of training the participants will be able to perform the following:

 Understand the nature of explosive devices.

 Apply protective and safety measures.

 Organise training at local level.

Course Content

The course is consisting of the following contents such as :

Types of explosives and effects; Identification of explosives; Essentials of Bomb Reconnaissance Detection and Reporting; Principles of protection and safety measures; Protective works against explosive devices; Policy of Bomb Disposal; etc.

Participants Level

This course is meant for Civil Defence & Home Guards trainers, Personnel of the Paramilitary forces, Security personnel of Industries and other vital installations.

8. Training of Trainers

The major objective of organising Training of Trainers (ToT) is to prepare master trainers who in turn organise programmes and prepare the community/stakeholders to keep the situation under control when unwanted incidents happen.

8.1 Civil Defence Training of Trainers

Course Aim

To train Trainers of various States in the organizing of Civil Defence & Disaster Management Training with an All Hazard approach.

On completion of the training programme, the participants will be able to perform the following:

 Understand principles of Civil Defence & Disaster Management.

 Design Civil Defence training programmes.

 Conduct local level training.

Course Content

The course consists of the following contents such as :

Principles of CD organization; Impact of NBC weapons & Explosives; CD response against WMD's;

Principles of Disaster Management; Measures of post disaster recovery; Basic approach to training;

Setting training objectives; Design a Training programme; Planning a lesson; Communication skills &

training aids; Simulation training in Civil Defence; Training by outdoor field exercises.

Participants Level

The programme is specially designed for Civil Defence Trainers, faculty members from State ATI's / Central Training Institutions, Industrial Training Institutes & Trainers from NGO's

8.2 Training of Trainers in Radiological Emergencies Course Aim

To train Civil Defence & Home Guards volunteers in order to make them capable of acting as responders in the event of Radiological Emergencies.

Objectives

On completion of training the participants will be able to perform the following:

 Understand Radiological Emergencies & their consequences.

 Perform the responder actions and decontamination.

 Evaluate the requirements of the Shelters.

 Operate radiation detection equipments and donning & doffing of PPE.

Course Content

The course consists of the following contents such as :

Radiation and Radioactive material; Health Effects of Ionization and Radiation; Radiological weapons and their effects; Protection against Radiation and Safety practices; Organisation of CD services in Radiological Emergencies; Assessment of Shelter protection; Improvised individual/ family shelter;

Management of Shelters by Volunteer population; Radiation Detection Procedures & instruments;

Personal Protective Equipment (PPE); Civil Defence Operations in Radiological emergency;

Decontamination - Gross & Technical.

9 Participants Level

The programme will benefit Civil Defence & Home Guard Trainers of different States engaged in training against Nuclear disasters. They should have preferably passed 12th standard with science subjects and have working knowledge of English.

9. Specialised Skill Courses

9.1 Chemical Disaster First Responders Course

These are all very special and specific programmes keeping in view of the modernisation and information tehnology spreading in the society very fast. Lot of technical issues with scientific principles are the background of these courses.

Objective

To train local emergency responders in preparing and responding to a hazardous materials incident.

Enabling Objective

On completion of training the participants will be able to perform the following:

 Identify hazardous materials.

 Select and employ proper Personal Protective Equipment

 Conduct Responder Operations against hazardous chemical event.

Course Content

Threat from hazardous chemicals; Principles of toxicology; Identification of hazardous chemicals; Health effects of hazardous chemicals; Response planning; Safety in handling & transportation of chemicals;

Confinement & containment of hazardous chemicals; Medical intervention; Use of Personal Protective Equipment; Chemical detection instruments; Decontamination Procedures; Incident command and control; Evacuation Planning.

Level of Participants

This programme is suitable for Civil Defence & Home Guard Officers, Industrial Security personnel, Fire Officers, Disaster Managers and Volunteer Officers from NGO's. Knowledge of Basic Science is essential.

10 9.2 Flood/Cyclone Disaster Response Course

Objective

To train officers and personnel of organizations to act as Trainers and leaders of Disaster Response teams during emergencies.

Enabling Objective

On completion of the training programme, the participants will be able to perform the following:

 Organise flood/ cyclone disaster training.

 Act as Leader of Disaster Response Teams.

 Operate flood rescue equipment.

 Organise immediate relief measures.

Course Content

The following themes have been identified as Contents of the Course.

Definition & types of Disasters; Causes of Floods in India; Causes of Cyclones/hurricanes; Problem of Landslides; Control of Relief operations; Rescue Operations in flood/cyclone; Use of Field machines for Rescue; Operation of Boats and OBM's; Methods of Shoring; Improvised Floating aids; Preparation of Rope bridges; Disposal of Dead bodies and Carcasses; Management of post Disaster services; Emergency Operation Centers. (EOC).

Level of Participants

The course is designed for Civil Defence/ Home Guards Instructors, Paramilitary forces personnel, Fire service personnel, Trainers from State Emergency Relief Services and NGO's.

9.3 Earthquake Disaster Response Course (EDR)

Objective

To train Responders in Earthquake Disaster Response Management so as to enable them to serve as Leaders of various teams organized post earthquake.

Enabling Objective

On completion of the training programme, the participants will be able to perform the following:

 Understand the science of earthquakes.

 Undertake Search and Rescue Operations.

 Organise Relief and Recovery measures.

Science of Earthquakes; Problem of SAR in Earthquakes; Principles of Search & Rescue (SAR); Study of Building collapse; Use of Ropes for rescue; Utility of Emergency Shoring; Precautions on entering damaged buildings; Use of Breathing Apparatus; Debris tunneling; Use of small tools and equipment;

Lifting and stabilizing loads; Casualty Triage; Organising of Relief & Recovery measures.

Level of Participants

The course is designed for Civil Defence Instructors, Home Guard Platoon Commanders, Havaldar and above from military/ paramilitary forces, Revenue Staff engaged in Disaster Relief Management at State/District level and Members of NGO's.

9.4 Biological Incident First Responder's Course

Objective

To train local emergency responders in preparing and responding to a Biological hazard incident.

Enabling Objective

On completion of training the participants will be able to perform the following:

 Understand nature of biological hazards.

 Select and employ proper PPE

 Conduct Responder Operations against biological hazard event Course Content

The following themes have been identified as the Course Contents

Introduction to Biological threats; Terrorist use of Biological agents; Recognition of Biological hazards;

Health effects of Bio-hazards; Biological agent detection & sampling; Biological incident PPE;

Decontamination procedures; Role of local health authorities; Critical incident stress management; Public information and media.

Level of Participants

This programme is suitable for Civil Defence & Home Guard Officers, Industrial Security personnel, Fire Officers, Disaster Managers and Volunteer Officers from NGO's. Knowledge of Basic Science is essential.

12 9.5 Medical Operations Against WMD for Doctors

Objective

To train Medical Officers in organising medical operations during mass casualty incidents and providing assistance to local Emergency Responders for responding to incidents involving Weapons of Mass Destruction.

Enabling Objective

On completion of training the participants will be able to perform the following:

 Understand the WMD threat.

 Organise Medical Operations against WMD.

 Care & Treatment modalities involving hazardous materials.

Course Content

The following issues have been identified as the Course Contents

Introduction to WMD threat; Chemical agents & Toxicology; Biological agents, types and characteristics;

Impact of Radiological emergencies; Chemical casualty care; Medical Surveillance of Responders;

Hazard detection devices; Hospital Management of nuclear casualties; Hospital triage; Treatment modalities; Personal protective equipment; Decontamination; Critical incident management; Recovery operations.

Level of Participants

The programme is designed for Casualty Medical officers of Civil Defence Casualty service, Paramilitary forces, Railways, Industries, Government / Private Hospitals and Medical & Health Departments of States.

9.6 Emergency Response to Rail Transport Accident

Objective

To train officers, Trainers and volunteers in techniques of extrication, rescue and incident management during rail transport accident.

Enabling Objective

On completion of the training programme, the participants will be able to perform the following:

 Extrication and Rescuetechniques in rail accidents.

To train trainers and volunteers in advance techniques of Search and Rescue (SAR) by employing modern state-of-the-art equipment for Rescue during disasters.

On completion of training the participants will be able to perform the following:

 Understand the concept of Search & Rescue.

 Use of modern SAR equipment.

 Organise training in SAR.

To train officers and personnel of Civil Defence, Home Guards, Para Military Forces and NGO's in the science of Amateur Radio Operations (HAM) during

On completion of training programme, the participants will be able to perform the following

 Understand Amateur Radio Operator Drills.

 Operate on Morse Communication.

 Act as HAM Radio Operators during Emergencies.

Elementary Electricity and Magnetism; Elementary theory of Alternating Currents; Use of thermionic valves; Principles and operation of Radio receivers; Principles and operation of Transmitters; Radio Propagation; Aerials and frequency measurement; Indian Wireless Radio regulations; Morse receiving and sending.

The training programme will benefit CD trainers, HG's, Para military forces and members of volunteer NGO's that would like to contribute in Management of Disasters. Participants should have passed XII Standard with Science.

9.9 Collapsed Structure Search And Location Course Objective

To train trainers and disaster response personnel in operation of acoustic and visual search and locating devices.

Enabling Objective

On completion of the training the participants will be able to perform the following;

10. Disaster Management Training Courses (DMoT)

These training courses listed below are designed from the perspective of management of disaster as focal perspective.

10.1 Civil Defence & Disaster Management Course Objective

To Train the Executives of the government at state and local levels in order to build capacities for planning, organizing and co-ordinating Civil Defence measures in vulnerable towns.

Enabling Objective

On completion of training the participants will be able to perform the following:

 Understand the concept of Civil Defence.

 Plan and organize the Civil Defence Corps.

 Implement Incident management system.

 Introduce Process of Disaster Management.

Course Content

The major themes have been identified as course contents which are given below

Scope of Modern warfare threat; Conventional weapons & its effects; Impact of Weapons of Mass Destruction; Principles of Civil Defence Organisation; Communications and Warning system; Fire prevention and safety; Principles of Disaster Management; Response, mitigation and preparedness;

To train trainers and team leaders in the Incident Management System and application of the incident command at district/ local levels for management of emergencies.

10.7 Community Disaster Preparedness for Community Development Wardens Objective

To train Civil Defence Wardens and Volunteers of Social Welfare Organizations in Community Disaster Planning & Preparedness.

On completion of the Training program the participants will be able to

20 11. Training Methodologies

11.1 Technical Lectures

Lectures-cum-discussion on various subjects ranging from technical to non-technical are delivered by the faculties of the college and identified eminent faculties within India. Experienced faculty is also invited from other parts of the country for sharing their experiences with the trainee officers of the college.

11.2 Simulation Exercise

There are subjects which involve development of skills of the trainee officers so as to enable them to be prepared to face real time situations. To create real life scenarios the college uses Simulation Software on structural, hazardous material and transport incidents complete with audio-visual effects.

11.3 Table Top Exercises

There are subjects which involve development of skills of the trainee officers so as to enable them to be prepared to face real time situations. 11.4 Field Exercises

The college organizes training programmes primarily aimed at development of skills of the participants with regards to conduct of search and rescue operations, fire fighting drills, safety from explosives, flood rescue operations, administring first aid and transport of the injured, disaster communication, etc. The participants are engaged in the above type of activities more frequently so that higher confidence levels and the performance standards can be achieved.

11.5 Performance Evaluation Exercise

In most of the training programmes field immersion training is imparted for almost more than half the duration of the programme. After having developed a level of standard for skills in conducting various operations the participants are put through group exercises based on real time problem scenarios with live casualties and simulated injuries. This methodology builds the capacity of the trainee officers to cope with various level of stresses at an incident site.

11.6 Film Shows

The college develops a number of training video films and compact discs covering various subjects. The relevance of every subject is more aptly produced by giving visual impact so that the participants are made well versed with the difficulties faced by responders during a disaster.

11.7 Industrial Visits

An endeavour is made to incorporate interesting phases in each training programme of the college which includes site visits to various industries around Nagpur. Site visits for study of fire fighting installations,

types of explosives, emergency preparedness, communication drills etc. along with demonstrations is also undertaken very frequently.

13. Revamping Civil Defence

NDMA is given the responsibility of preparing a National Policy Approach Paper related to revamping Civil Defence in the country . This document has been approved by Government of India and is now being implemented. Major recommendations of the policy paper are:

 Amendment of Civil Defence Act-1960, to involve Civil Defence (CD) in Disaster Management

 CD to be changed from town specific to district specific

 Training infrastructure to be upgraded in all states

 Civil Defence Act 1968 has been amended involving Civil Defence in Disaster Management accordingly, extract is reproduced below:

Civil Defence includes any measures, not amounting to actual combat, for affording protection to any person, property, place or thing in India or any part of the territory there of against any hostile attack, whether from air, land, sea or other places, or for depriving any such attack of the whole or part of its effect, whether such measures are taken before, during, at or after the time of such attack, or any measure taken for the purpose of disaster management, before, during, at, or after any disaster.

As per DM Act 2005, it is mandatory for NDMA to ensure Civil Defence Preparedness for disaster Management. In the light of Section 10(p) of DM Act 2005, i.e. to promote general education &

awareness related to disaster management, suggested roles of Civil Defence in various phases of disaster are enumerated below:

Pre-disaster

13.1 Educating the Community

 Taking a lead role in spreading public awareness about the various kinds of disasters and possible community responses to them.

 Educating/training the people at grass-roots level in vulnerable areas as a part of community capacity building to respond to any disaster situation.

 Liaising with print and electronic media for regular publicity of civil Defence activities, including utilization of local TV channels to conduct discussion, debated, etc., on civil defence.

 Holding regular mock drills, exercises and rehearsal of civil defence activities, to generate public interest.

 Preparing publicity material, literature and brochures about Civil Defence and distributing these in events related to Civil Defence.

 Organizing public functions to honour persons who have contributed to the Civil Defence cause by participating in its activities.

13.2 Civil Defence Awareness in Schools

 Taking guest lecturers in schools, holding demonstrations, showing films, visits to Civil Defence establishments, etc.

 Holding camps for students to provide them basic training in skills for Civil Defence/Disaster Management.

13.3 Sensitizing Government Servants

 Holding seminars and workshops in government departments to sensitize government servants at various levels about Civil Defence functions and their role in a disaster scenario.

 Identifying suitable personnel in local government offices, in consultation with the Head of Office, and sponsoring them for various courses in Civil Defence.

 Maintaining a record of ‘trained government servants’ and keeping in regular communication with them to ensure their constant association with Civil Defence activities.

 Developing resource personnel particularly in those government departments which would not be directly involved in any Disaster Management effort, since officials of police, health, supplies, revenue, etc., may not be available to Civil Defence in the event of a disaster.

13.4 During Disasters

The Civil Defence organization should enhance its capacity to act as first responder to any disaster situation with the help of its volunteers at different levels. It should have its own ‘Quick Reaction Teams’(QRT) of volunteers with pre-designated roles and responsibilities, based on vulnerability and quick mobility to respond to any disaster situation. The QRT should also have its communication network to keep in touch with the Civil Defence control room on real-time basis for reporting about its actions and getting instructions from the control room.

After initially responding to the disaster with its own and locally available resources of police, etc., the Civil Defence may integrate itself with the Disaster Management efforts launched under the aegis of the state/DDMA. It may deploy its personnel, volunteers and other material resources such as communication equipment, Disaster Management vehicles, etc., in consultation and coordination with other agencies. In particular, the Civil Defence organization can supplement the government efforts during and after a disaster, in the following areas:

 Assisting in taking precautionary measures whenever any advance warning is received about any

 Natural disaster.

 Helping in evacuation of population to less vulnerable areas depending on the nature of disaster.

 Launching search and rescue operations.

 Providing first aid to injure and transporting them to medical centres.

 Setting up ‘Information and Guidance Centers’ for providing information regarding missing persons,

 injured, etc., and also information about the nature of facilities and assistance available to affected people

 Participating in distribution of relief material to affected people.

 Assisting police/traffic police in ensuring smooth movement of emergency vehicles in the affected areas.

 Helping the local administration in assessing the extent of loss to life and property.

 Training Infrastructure in States have been upgraded

 Disaster Awareness Training is conducted involving Civil Defence, NCC & NYKS in Districts/States

14. Summary

To derive meaningful results from the investments it is necessary that the porgramme implementing officers need continuous capacity building and training efforts to discharge their duties efficiently.

The training institutions will play a major role in conducting the training programmes. While organising the programmes it is also very important to adopt to the relevant training methods suiting
